ERS is seeking an EPMO Project Manager to perform moderately-complex to complex (journey-level) project management work. Leads high visibility projects that support the agency’s strategic goals. This role oversees initiatives with significant complexity and risk, ensuring strong planning, coordination, stakeholder communication, and delivery of solutions that enhance or establish ERS systems and processes. Leads multiple projects under the general supervision of the EPMO Manager with limited latitude for the use of initiative and independent judgment. Work involves effective and complex planning, communicating with project stakeholders, management, and other relevant parties.
Essential Responsibilities include, but are not limited to:
Project Planning and Scope Management:
Manages and evaluates projects using accepted project management methodologies
Establishes and maintains a formal, approved document used to manage and control the execution of the project based on the defined project scope
Works collaboratively with management, business representatives, and the project team to clearly define roles and achieve mutual understanding of the project scope
Identifies the work packages in sufficient detail to specify estimates of project tasks, sequence, and responsibilities to develop the project schedule with assigned resources
Compiles project schedules, work plans, and resource requirements
Project Scheduling and Execution:
Manages project schedule, task details, and status reporting utilizing project management tools
Coordinates the activities of the project team based on solution scope and project objectives
Ensures all needed cross-functional stakeholders and groups are represented on the core project team
Manages proposed changes to project parameters and changes to original project plan
Manages the handover of project deliverables from the team to the customer and other stakeholders
Risk, Quality, and Communications Management:
Leads project team in quality, communications, and risk management planning
Identifies potential project risks and difficulties and deploys strategies to mitigate
Monitors progress, identifies variances, prepares required corrective actions, and communicates project information to appropriate stakeholders
Conducts a project review to capture lessons learned to inform future projects
Applies conflict management strategies to address and resolve issues that may arise within project teams.
General:
Attends work regularly in accordance with agency leave and attendance policies
Complies with all applicable agency policies and procedures, including safety and standards of conduct
Performs other duties as assigned
EPMO Project Manager III performs the functions of an EPMO Project Manager II in a more complex manner and also manages projects of higher risk and visibility, in addition to the following:
Leads project teams by guiding, coordinating, and monitoring activities to ensure successful project outcomes.
Teach, coach, and model collaborative practices to project team members to promote effective teamwork and communication.
Required Minimum Qualifications: Your application for employment must reflect how you meet each of the following minimum qualifications:
1. Two (2) to three (3) years of experience (depending on classification level) within a Project Manager role or similar role on projects.
2.Two (2) to three (3) years of experience (depending on classification level) project management software in a professional setting.
Preferred Qualifications: Your application for employment should reflect how you meet the following preferred qualifications:
3. Prefer Project Management Professional (PMP) certification
4. Prefer vendor contract management experience
5. Prefer experience with Project Portfolio Management tools
6. Prefer experience with the Texas Legislative process and state agencies
7. Prefer experience with State Deferred Compensation and Health Benefit programs with multi plan offerings
8. Prefer experience with projects including any of the following characteristics:
a. Team size of 10 or more members
b. Duration of greater than 11 months per project
c. Enterprise-wide impact to the organization
d. Managing complex communication (e.g. Stakeholder, Executive, Public), and vendor coordination
