Job Summary
The Client is seeking a highly experienced PLC Program Manager to lead enterprise-scale initiatives across the organization. This role will oversee large, complex, cross-functional programs supporting Permitting, Licensing, and Certifications (PLC) systems. The Program Manager will be accountable for strategic alignment, program governance, and end-to-end execution across multiple workstreams, ensuring timely delivery of high-quality digital services.
Key Responsibilities
Program Leadership & Strategy
- Lead the end-to-end delivery of complex, multi-workstream enterprise programs.
- Define and drive the program vision, structure, and execution strategy aligned with organizational objectives.
- Ensure strong alignment across product, engineering, UX, operations, vendors, and executive stakeholders.
Governance & Operating Model
- Establish and manage program governance structures, operating cadence, and decision-making frameworks.
- Define clear roles, responsibilities, accountability models, and escalation paths.
- Facilitate and lead steering committees, executive reviews, and governance forums.
Planning & Execution
- Develop, maintain, and communicate an integrated program roadmap.
- Manage cross-functional dependencies, risks, and competing priorities across multiple workstreams.
- Ensure delivery within approved scope, timeline, and budget constraints.
Stakeholder Management & Communication
- Serve as the primary point of accountability for program health, progress, and outcomes.
- Deliver concise, executive-level reporting and communications across all organizational levels.
- Translate complex technical concepts into clear, actionable insights for business stakeholders.
Risk & Issue Management
- Proactively identify, assess, track, and mitigate program risks, issues, and blockers.
- Drive timely resolution of challenges and escalate critical decisions with data-driven recommendations.
Team Leadership & Enablement
- Lead, organize, and coach cross-functional teams, including product managers, project managers, and delivery leads.
- Promote best practices across Agile, Waterfall, and hybrid delivery models.
- Foster accountability, continuous improvement, and high-performance team culture.
Financial & Vendor Management
- Manage program budgets, forecasting, and financial tracking.
- Oversee vendor relationships, performance, contracts, and delivery commitments.
Agile & Project Support
- Support Agile ceremonies including sprint planning, stand-ups, reviews, and retrospectives.
- Track deliverables, timelines, dependencies, and team performance using Agile and project management tools.
- Maintain program documentation, dashboards, and status reporting artifacts.
Required Qualifications
- 8–10+ years of experience in Program or Portfolio Management.
- Proven success managing large-scale, multi-year, multi-million-dollar programs.
- Strong expertise in Agile, Waterfall, and hybrid delivery methodologies.
- Demonstrated experience leading multiple cross-functional teams and workstreams.
- Hands-on experience with project management and collaboration tools such as Confluence, Azure DevOps, SharePoint, or similar platforms.
- Exceptional leadership, communication, and stakeholder management skills.
Preferred Qualifications
- PMP, Scrum Master, or similar professional certifications.
- Experience supporting or delivering State Government projects.
- Familiarity with Salesforce platforms.
- Experience establishing and scaling programs in early-stage or unstructured environments.
