Job Overview:
Responsibilities:
- Support development of procurement strategies aligned with project goals and criteria.
- Research and refine business and technical requirements.
- Prepare RFX documents (RFPs, RFQs, RFIs, NFRPs) and associated review materials.
- Identify subprojects requiring separate RFX processes for vendor services.
- Interpret RFX documents for vendors and draft responses to inquiries.
- Develop evaluation methodologies, plans, schedules, and award recommendations.
- Review vendor proposals for completeness, accuracy, and compliance.
- Prepare documentation in accordance with procurement policies.
- Organize bidder conferences and vendor presentations, including agenda preparation.
- Support vendor debriefing processes for unsuccessful bidders.
- Assist in contract finalization with selected vendors.
- Conduct post-procurement reviews and vendor performance evaluations.
- Prepare evaluation reports and procurement recommendations for approvals.
- Maintain accurate procurement and contract documentation and records.
- Manage contract workspace, purchase requisitions, and product catalogs in systems such as 1GX/Ariba.
- Maintain audit-compliant records in corporate purchasing systems and SharePoint.
- Ensure real-time updates of procurement files and correspondence documentation.
Qualifications:
- Post-secondary education in supply chain, procurement, business, or a related field (minimum 2-year diploma or equivalent).
- Minimum 4 years of experience in procurement or related roles.
- Experience independently managing RFX processes including RFPs, RFQs, RFIs, and negotiations.
- Experience in vendor evaluation, supplier feedback, and contract execution.
- Experience coaching and training junior staff members.
- Strong organizational skills for managing documents and records.
- Proficiency in Microsoft Office Suite.
Preferred Qualifications:
- SCMP certification or equivalent coursework.
- Knowledge of trade agreements, Financial Administration Act, FOIP, and Public Works Act.
- Experience in contract management (3+ years).
- Experience providing procurement guidance to stakeholders and leadership.
- Experience in quantitative and qualitative cost-benefit analysis.
