Cloud7Works is seeking an experienced Project Manager / Technical Lead to support a federal IT services contract. In this key personnel role, you will lead an Agile development team responsible for the operations, maintenance, and enhancement of a secure web-based information management system for a federal program office.
Responsibilities:
- Serve as the overall contract manager and primary point of contact for all contract administration matters
- Lead and mentor a cross-functional Agile development team including developers, business analysts, and web server administrators
- Conduct technical analysis, system design, and prototyping of new system enhancement capabilities
- Facilitate daily standups, sprint planning, sprint reviews/demos, and sprint retrospective meetings
- Work with the Government Product Owner to identify and prioritize the product backlog for each sprint
- Identify, mitigate, monitor, and escalate project risks and issues to the Contracting Officer's Representative (COR)
- Ensure version-controlled system baselines are deployed consistently across Development, Test, Production, and Failover environments
- Monitor Java/Jakarta frameworks, web servers, and database technologies for upgrade opportunities and performance improvements
- Address system security vulnerabilities and ensure software development activities do not introduce new vulnerabilities
- Protect sensitive program data by adhering to applicable federal IT security frameworks and data handling policies
- Support ad hoc data requests, reporting, and data visualization for government stakeholders
- Ensure all deliverables and contract tasks are completed on time and meet defined acceptance criteria
Requirements:
- Bachelor's degree in Computer Science, Information Science, or a related field; OR a bachelor's degree in any field with a relevant professional certification (e.g., PMP, PMI-ACP, or CSM)
- Demonstrated experience managing IT development and O&M contracts in a federal government environment
- Strong background in Java/Jakarta application development and Agile software delivery
- Experience with Agile frameworks, tools (e.g., Jira, Azure DevOps), and ceremonies
- Familiarity with NIST SP 800-53, NIST SP 800-37, and federal IT security frameworks
- Ability to obtain and maintain a Public Trust security background clearance
- Excellent communication, leadership, and stakeholder engagement skills
- Active PMP, PMI-ACP, or CSM certification
- Experience supporting judiciary or law enforcement IT systems
- Familiarity with Apache Tomcat, Informix databases, and Red Hat Enterprise Linux
- Experience with HP Fortify and Black Duck security scanning tools
- Knowledge of attorney-client privilege and federal defender ethics requirements
