Ideal Candidate Profile: The Business Integrated Solutions Division (BISD) at VDOT is seeking a highly experienced Business Analyst to support enterprise application enhancements and customer-focused technology initiatives. The ideal candidate will possess strong expertise in business analysis, Agile/Scrum methodologies, SDLC processes, stakeholder engagement, requirements gathering, testing coordination, and data analysis.
This role will act as the voice of the customer, partnering with business stakeholders, development teams, Product Owners, and Project Managers to ensure business needs are clearly defined, prioritized, tested, and successfully delivered. The candidate must be capable of working independently with minimal supervision in both Agile and Waterfall environments.
Key Responsibilities

• Serve as the primary liaison between business stakeholders and technical teams to gather, analyze, and document business requirements.
• Act as the voice of the customer by understanding business processes, pain points, operational workflows, and enhancement requests.
• Conduct Root Cause Analysis (RCA) to identify system gaps, inefficiencies, and opportunities for process improvements.
• Create and maintain business analysis artifacts including:
  • Business Requirements Documents (BRDs)
  • Functional Requirements
  • User Stories
  • Acceptance Criteria
  • Process Flows
  • Context Diagrams
  • Data Flow Diagrams (BPMN 2.0)
• Translate business requirements into Agile Epics, Features, and User Stories aligned with customer priorities.
• Collaborate with Product Owners to manage and prioritize Product and Sprint Backlogs.
• Map business requirements and user stories to technical solutions and system modifications.
• Support Agile ceremonies including sprint planning, backlog grooming, sprint reviews, and retrospectives.
• Coordinate and facilitate User Acceptance Testing (UAT) activities with business stakeholders.
• Develop test strategies, test plans, test cases, and perform regression testing to ensure solution quality.
• Maintain communication with Project Managers, Scrum Masters, developers, QA teams, and leadership regarding project status and testing progress.
• Support data analysis initiatives involving operational data stores, data warehouses, data marts, and reporting systems.
• Utilize tools such as Azure DevOps, Jira, Visio, SQL, and Microsoft Office Suite for project tracking and documentation.

Required Qualifications

• Minimum 10+ years of experience in Business Analysis and data analysis within enterprise IT environments.
• 5+ years of Agile Business Analyst experience with strong knowledge of Scrum methodologies and Agile SDLC practices.
• Experience gathering and documenting business, functional, and technical requirements.
• Strong expertise in:

  • Regression Testing
• Strong SQL and database experience with understanding of data management concepts.
• Hands-on experience with Azure DevOps and/or Jira.
• Experience working with reporting systems, data warehouses, operational data stores, and data lakes.
• Excellent communication, presentation, documentation, and stakeholder management skills.
• Strong proficiency with Microsoft Office Suite including Word, Excel, Visio, PowerPoint, Outlook, and Project Server.

Preferred Qualifications

• Certified Business Analysis Professional (CBAP)
• PMI Professional in Business Analysis (PMI-PBA)
• PMI Agile Certified Practitioner (PMI-ACP)
• Experience with automated testing tools such as Selenium, Cucumber, or TestComplete.
• Experience supporting enterprise-scale government or transportation projects.
