K3-Innovations, Inc. is seeking an experienced Project Director / Program Manager to lead operational delivery and program execution for a high-visibility federal data and research program. This role involves overseeing secure federal data environments, managing cross-functional teams, and ensuring compliance and customer satisfaction.
Responsibilities:
- Serve as the primary point of accountability for contract performance, operational delivery, staffing, schedule management, and quality assurance
- Lead contract startup activities including onboarding, transition planning, staffing readiness, and risk mitigation within required timelines
- Manage all PWS task areas including:
- Data stewardship
- Reporting and analytics
- Export review
- User support operations
- Training and compliance
- IT security coordination
- Coordinate weekly and monthly meetings, reporting, issue resolution, and stakeholder communications with federal leadership
- Oversee monthly operational reporting including:
- License usage metrics
- User activity and data utilization
- Export review status
- Risk tracking and corrective actions
- Ensure secure support for approximately 5,000 users across 1,000 licenses within controlled data environments
- Manage subcontractors, consultants, and multidisciplinary delivery teams
- Maintain integrated master schedules for deliverables, reporting, security documentation, and transition activities
- Lead quality management and corrective action processes aligned with QASP and CPARS performance standards
- Ensure compliance with personnel security, nondisclosure, CUI/PII protection, and training requirements
Requirements:
- Bachelor's degree in Information Systems, Data Management, Public Policy, Education Research, Statistics, Business Administration, or related field
- 10+ years of experience managing complex federal programs involving: Secure data environments, Information systems, Research or analytics programs, Federal IT operations
- Experience leading multidisciplinary teams including: Software engineers, Data scientists/statisticians, Security personnel, Help desk/user support teams, Subject matter experts
- Strong experience managing: Government deliverables, Risk registers, Quality control plans, Performance metrics, Subcontractor oversight
- Familiarity with federal compliance and security frameworks including: CUI / PII, FERPA, FISMA, NIST, CIPSEA, ESRA
- Excellent written and verbal communication skills with executive-level stakeholder engagement experience
- Master's degree preferred
- Previous experience supporting: Department of Education, Institute of Education Sciences (IES), National Center for Education Statistics (NCES), Federal statistical or research agencies
- Experience managing: Virtual data enclaves, Secure analytics platforms, Research data access programs
- PMP, PgMP, CSM, ITIL, or equivalent certification preferred
- Experience managing firm-fixed-price federal contracts
- Experience coordinating: ATO, FedRAMP, FISMA compliance, Privacy and security documentation workstreams
