The Lead Business Analyst will be responsible for executing tasks across the agency portfolio, translating stakeholder needs into business and technical requirements, and providing architecture-level guidance.
Responsibilities:
- Lead systems and business analysis across the IT portfolio: requirements elicitation, business process analysis, workflow mapping, gap analysis, and solution definition
- Translate stakeholder needs into actionable business and technical requirements and provide application architecture guidance (inventory analysis; component classification; integration approaches)
- Support and participate in governance and lifecycle processes (CPIC, DHS SELC, OMB Exhibit 300, CCBs, and similar forums)
- Lead configuration management activities: configuration identification, change control, status accounting, audits, and documentation
- Conduct continuous risk assessment and manage mitigation strategies across program execution
- Support budgeting and financial analysis for programs: maintain budget/spend plans, track obligations/commitments/expenses, perform variance analysis and forecasting, and coordinate with finance and program control specialists
- Manage and oversee subcontractor work when applicable; ensure timely status reporting and deliverable completion
- Prepare programmatic/status briefings and participate in proposal/orals preparation and executive-level presentations as needed
Requirements:
- Bachelor's degree in IT Systems Engineering, Management Information Systems, Computer Science, or a related field
- Minimum 10+ years of relevant professional experience
- Minimum 10 years of experience in systems analysis, business process analysis, requirements analysis/gathering, and related project lifecycle activities
- 10+ years of technical, business, and solution architecture experience
- Experience identifying and classifying application components to support business and performance objectives and the technologies they employ; experience analyzing application inventories and developing architecture guidance
- Experience with DHS SELC and federal governance and investment processes (CPIC, OMB Exhibit 300)
- Proven configuration management and change control experience
- Familiarity integrating federal cybersecurity and compliance requirements (DHS sensitive systems policy, NIST 800-series, FISMA) into solution designs
- Prior DHS or similar federal law enforcement experience (preferred)
- Knowledge of DHS ICE System Lifecycle Management (SLM) preferred
- Proposal/orals presentation experience (preferred)
- Professional project management certification (PMP, PgMP, or Agile certification) is desired; equivalent experience may be acceptable
