Position Overview
We are seeking a highly experienced Systems Analyst 3 (CAPPS Security Analyst) to provide senior-level technical and consultative support for a large-scale enterprise ERP and Identity Access Management (IAM) environment within a public sector setting.
This role requires a seasoned professional who can act as a trusted security advisor, make independent risk-based decisions, translate complex technical issues into business terms for leadership, and support long-term operational stability across enterprise systems.
Key Responsibilities
Security & IAM (TDIS / ERP)
- Oversee IAM workflows including provisioning, de-provisioning, access reviews, and lifecycle management
- Implement and enforce Role-Based Access Control (RBAC) and least-privilege principles
- Design, monitor, and remediate Segregation of Duties (SoD) conflicts
- Review and validate security roles, permissions, and custom authorizations
- Monitor authentication and access logs; investigate suspicious activities
- Support secure integrations using SAML, OAuth, OIDC, SCIM, and APIs
- Respond to identity-related security incidents and fraud indicators
Application & Security Governance
- Validate ERP (CAPPS/PeopleSoft) changes for security and compliance impact
- Maintain standards for security, performance, and architecture
- Ensure compliance with WCAG 2.1 accessibility standards
- Maintain documentation for architecture, configurations, and integrations
Contract & Vendor Oversight
- Support contract lifecycle management and compliance
- Participate in IT control audits and ensure audit readiness
- Monitor vendor performance and enforce SLAs
- Review technical deliverables and ensure alignment with standards
- Collaborate with stakeholders to improve contract processes
Technical & Project Support
- Assist in system upgrades (PeopleSoft, PeopleTools, etc.)
- Support SDLC processes, change management, and deployments
- Provide technical input during procurement cycles
- Contribute to reporting, analytics, and KPI tracking
Specialized Responsibilities
- Serve as SME for Segregation of Duties (SoD) in multi-tenant systems
- Provide Level 3 Delegated Administration support for IAM (TDIS)
- Implement and maintain tools such as:
- User Access Reviews (UAR)
- Single Sign-On (SSO)
- Data Masking
- Access Governance platforms (e.g., PathLock)
Required Qualifications
- 10+ years experience in Texas public sector or government agency environments
- 10+ years supporting enterprise application systems
- 10+ years experience with:
- IT security and controls
- SDLC methodologies
- Data integration and quality
- Technical project management
- Executive-level communication and presentations
- Strong experience with:
- PeopleSoft FSCM/HCM 9.2, PeopleTools, PeopleCode
- SQL, SQR, Application Engine, Oracle (v11+)
- Experience supporting large multi-agency ERP environments
- Experience managing vendors and interpreting contractual requirements
Preferred Qualifications
- Experience with enterprise IT best practices (software/hardware management)
- Experience with legacy statewide financial systems
- Experience developing technical specifications for procurements
