About this role
We are looking for a senior IT Business Analyst to join a major public sector Asset Management team. If you excel at bridging the gap between business stakeholders and developers, managing agile backlogs, and mapping complex systems, we want to hear from you!
Location: Richmond, VA
Work Arrangement: Hybrid (3 days per week onsite required)

Key Responsibilities & Core Skills
- Agile Product Delivery: 5+ years of IT software project experience using Scrum, Kanban, and SAFe.
- Backlog Management: Advanced hands-on experience using Azure DevOps (TFS) to write, organize, and track Epics, Features, User Stories, and Tasks.
- Technical Literacy: Strong understanding of multi-tiered applications, databases (SQL / Oracle), APIs, and data flows (no coding required, but you must speak "developer").
- Process Modeling: Skilled at creating Swim Lane diagrams, Flow Charts, and Wireframes (MS Visio) to visually explain system modifications to both tech teams and executives.
- Testing & QA: Proven track record documenting Test Strategies, Test Plans, and Test Cases, alongside assisting with System Integration Testing (SIT) and User Acceptance Testing (UAT).
- Communication & Negotiation: Exceptional ability to translate business talk to tech talk, handle project pushback, and diplomatically resolve priority conflicts.
Requirements & Eligibility
- 5+ Years of dedicated IT Business Analyst experience (Software/Application projects required).
- Prior experience with State-level public sector agencies is highly desired.
- Compliance Note: Must physically and permanently reside within the US (offshore contractors cannot be considered for this position).
