
The Executive Office of Health and Human Services (EOHHS) is seeking an experienced, visionary, and collaborative leader to serve as the Chief of Accountable Care and Behavioral Health within MassHealth. This executive leadership position offers a unique opportunity to shape the future of health care delivery for Massachusetts residents by leading statewide initiatives focused on accountable care, behavioral health integration, health-related social needs, payment reform, and workforce development.
Reporting directly to the Medicaid Director, the Chief of Accountable Care and Behavioral Health serve as the executive leader responsible for overseeing the Office of Accountable Care and Behavioral Health (ACBH), a multidisciplinary organization of approximately 100 staff responsible for administering and monitoring a portfolio of ~$12 billion in annual programmatic spending. The Chief provides strategic direction and operational oversight for MassHealth's most significant care delivery and behavioral health transformation initiatives, including the Commonwealth's $67 billion, five-year Section 1115 Demonstration Waiver, the Behavioral Health Roadmap, Accountable Care Organizations (ACOs), Managed Care Organizations (MCOs), Primary Care Clinician (PCC) programs, the Massachusetts Behavioral Health Partnership (MBHP), health-related social needs initiatives, and workforce development investments exceeding $300 million.
Duties and Responsibilities: (These duties are a general summary and not all-inclusive)
· Provide executive leadership, strategic vision, and operational oversight for the Office of Accountable Care and Behavioral Health, ensuring alignment with MassHealth's mission, priorities, and long-term goals.
· Direct the implementation, administration, and evaluation of MassHealth's $67 billion Section 1115 Demonstration Waiver and Behavioral Health Roadmap initiatives.
· Oversee the Accountable Care Organization (ACO), Managed Care Organization (MCO), Primary Care Clinician (PCC), Massachusetts Behavioral Health Partnership (MBHP), and fee-for-service behavioral health programs serving approximately 1.5 million MassHealth members.
· Lead the development and implementation of innovative care delivery models that integrate physical health, behavioral health, and health-related social needs to improve member outcomes and advance health equity.
· Provide executive oversight of community-based provider networks, including Health-Related Social Needs (HRSN) service providers.
· Direct MassHealth's workforce development strategy and oversee a portfolio of workforce investments exceeding $300 million.
· Support oversight of MassHealth initiatives included as part of MA’s state-wide Rural Health Transformation Program.
· Manage a complex portfolio of contracts, vendor relationships, and strategic partnerships, ensuring accountability, compliance, quality performance, and effective stewardship of public resources.
· Establish and monitor performance metrics, quality measures, and operational benchmarks to evaluate program effectiveness and support continuous improvement.
· Lead policy development, strategic planning, program evaluation, and operational decision-making for accountable care and behavioral health initiatives.
· Collaborate with Executive Team members, state agencies, federal partners, healthcare providers, health plans, advocacy organizations, trade associations, and community stakeholders to advance system-wide transformation efforts.
· Provide executive guidance regarding healthcare financing, payment reform, care delivery redesign, behavioral health system transformation, and value-based purchasing initiatives.
· Represent MassHealth and EOHHS before local, state, and federal agencies, legislative bodies, provider organizations, industry groups, and other key stakeholders.
· Develop and implement operational policies, procedures, governance structures, and accountability frameworks to support effective program administration and oversight.
· Direct, mentor, and support a senior leadership team responsible for policy, operations, contract management, behavioral health, strategic initiatives, community partnerships, and workforce development.
Preferred Qualifications:
· Demonstrated experience leading large-scale healthcare, Medicaid, behavioral health, or public health programs within a complex organization.
· Strong understanding of Medicaid policy, healthcare financing, value-based payment models, and accountable care delivery systems.
· Proven ability to develop and implement strategic initiatives that improve healthcare quality, operational performance, and member outcomes.
· Experience with behavioral health systems, integrated care models, and health-related social needs programs.
· Skilled in leading large multidisciplinary teams while promoting collaboration, accountability, and continuous improvement.
· Knowledge of contract management, vendor oversight, procurement practices, and performance monitoring within healthcare or government programs.
· Demonstrated success building productive partnerships with executive leadership, government agencies, healthcare providers, community organizations, and external stakeholders.
· Excellent analytical, communication, negotiation, and executive presentation skills, with the ability to influence decision making across diverse audiences.
· Capacity to manage complex budgets, competing priorities, and multiple high-impact initiatives in a fast-paced environment.
· Ability to interpret healthcare policy, legislation, regulations, and data to guide strategic planning and operational decisions.
· Exceptional executive presence, political acumen, negotiation skills, and ability to influence diverse stakeholder groups.
· Proficiency with Microsoft Office Suite, particularly Word, Excel, Outlook, SharePoint and Teams.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least four (4) years must have been in a managerial capacity.
Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
