Senior Business Systems Analyst

Health Net Health Plan of Oregon, Inc. is a diversified, national organization focused on using technology to improve health outcomes. The Senior Business Systems Analyst will collaborate with business and IT stakeholders to translate complex requirements into technical specifications, ensuring alignment with strategic goals and solution design.

Responsibilities:

• Drives the collaboration with business and IT stakeholders to translate complex business requirements into comprehensive functional and non-functional technical specifications, ensuring alignment with strategic goals and solution design
• Develops and/or reviews departmental business system requirements and business systems design documents, customer acceptance test plans, and post-implementation plans
• Designs, implements, and ensures that database systems achieve 100% uptime with 24/7/365 operational availability
• Develops proposed systems which meet the required database and interface specifications, based upon identified business needs
• Optimizes database administration tasks including configuration management, backup/recovery, performance tuning, monitoring, and space management
• Troubleshoots and resolves critical problems across various tiers in the database systems
• Researches and provides both business and technical solutions based on business needs and specifications and deploys them into the production infrastructure following change management procedures
• Monitors, tests, analyzes and evaluates the existing infrastructure environment and optimize it based on resiliency, technological advancements, and cost
• Monitors and review levels of IT services specified in the service-level agreements (SLAs) with the business
• Acts as a lead over a team of business systems analysts, as necessary, managing analytical resources, scheduling project work, assigning projects and tasks to team members, and reporting overall team status and accomplishments to management
• Maintains system protocols by writing and updating procedures
• Provides references for users by writing and maintaining user documentation; provide help desk support; train users
• Prepares technical reports by collecting, analyzing, and summarizing information and trends
• Involved in clarifying requirements and implementing solutions that meet the business needs
• Documents business requirements and potential solutions for system functionality and reporting needs
• Produces documentation on operational run books, business and technical solutions, and overall technology concepts
• Complies with all policies and standards

Requirements:

• A Bachelor's degree in a quantitative or business field (e.g., statistics, mathematics, engineering, computer science)
• 4 – 6 years of related experience
• Database Skills - Oracle, PLSQL, SQL Server, Terradata
• SQL Programming Language
• Report Development with SSRS or Power BI
• Good Communication Skills
• Ability to Multi-Task
• Snowflake
• ETL Development SSIS or Informatica
• Programming Skills with Python
• Health Care Industry Experience
