Strategic Market & Growth Analyst (47422)

TI Verbatim Consulting (TIVC) is a consulting company seeking a strategic, analytical, and proactive professional to support its long-term growth through federal market intelligence, opportunity identification, and competitive analysis. The Strategic Market & Growth Analyst will identify and evaluate federal contracting opportunities, maintain an opportunity pipeline, conduct market and competitive research, and provide actionable recommendations to executive leadership. The role also supports capture, business development, RFI responses, and proposal development without owning end-to-end proposal management.

Responsibilities:

• Monitor federal procurement resources including SAM.gov, HigherGov, FPDS, USASpending, agency procurement forecasts, and other sources to identify upcoming contracting opportunities
• Research federal agency budgets, strategic plans, acquisition forecasts, organizational priorities, and procurement trends to identify opportunities aligned with TIVC's strategic objectives
• Identify and track opportunities 12–36 months prior to anticipated solicitation release
• Develop and maintain a qualified opportunity pipeline aligned with TIVC's strategic growth objectives
• Evaluate opportunities based on strategic fit, customer alignment, contract vehicle, competition, incumbent position, contract value, and estimated probability of win
• Prepare executive opportunity summaries, market assessments, and recommendations supporting bid/no-bid and pursuit decisions
• Research incumbent contractors, competitor capabilities, contract awards, and market positioning to identify potential competitive advantages and capability gaps
• Develop agency profiles, customer intelligence reports, acquisition timelines, organizational maps, and competitive analyses to support business development and capture activities
• Track customer leadership changes, mission priorities, funding trends, acquisition strategies, and procurement forecasts
• Recommend target agencies, contract vehicles, socioeconomic strategies, and teaming opportunities that support TIVC's long-term growth strategy
• Support customer shaping activities by identifying customer priorities, emerging requirements, acquisition strategies, and engagement opportunities prior to solicitation release
• Support executive leadership in developing annual business development and growth strategies through market research, pipeline analysis, and strategic recommendations
• Prepare executive dashboards, pipeline reports, competitive intelligence briefings, and other analytical reports to support strategic decision-making
• Review and analyze Requests for Information (RFIs), Sources Sought Notices, and similar pre-solicitation notices, and prepare recommendations regarding company participation
• Lead the development, coordination, writing, and submission of approved RFI responses and capability statements, collaborating with subject matter experts, operations personnel, and executive leadership as needed
• Maintain and continuously improve a repository of reusable capability statements, corporate information, market research, and RFI content to support future business development efforts
• Provide customer research, acquisition intelligence, market assessments, and competitive analysis to support capture planning and proposal development
• Collaborate with executive leadership, capture personnel, and proposal teams to develop win themes, discriminators, and overall pursuit strategies based on customer priorities and competitive positioning
• Support the development of proposal content by drafting executive summaries, management approaches, staffing plans, transition approaches, and other proposal sections where market intelligence and customer knowledge provide strategic value
• Participate in proposal strategy sessions and color team reviews to ensure proposals remain aligned with customer requirements, acquisition strategy, and established win themes
• Coordinate with proposal managers, technical writers, subject matter experts, and operational leadership to ensure market intelligence and customer insights are effectively incorporated throughout proposal development
• Analyze proposal debriefings, award decisions, and lessons learned to identify trends and improve future pursuit strategies
• Maintain opportunity documentation, customer intelligence, competitive research, and lessons learned throughout the business development lifecycle
• Identify emerging markets, adjacent capabilities, and new federal customers aligned with the company's strategic direction
• Coordinate with executive leadership, capture personnel, proposal teams, and operational leadership to ensure growth activities remain aligned with corporate objectives
• Other duties as assigned

Requirements:

• 3–5 years of experience supporting federal government contracting, business development, market research, capture support, or strategic planning
• Experience researching and analyzing federal procurement opportunities
• Experience supporting executive leadership through analytical reporting and strategic recommendations
• Experience using federal procurement research tools such as GovWin, SAM.gov, FPDS, USASpending, or similar platforms
• Strong understanding of the federal acquisition process and government contracting marketplace
• Excellent research, analytical, and critical thinking skills
• Ability to synthesize complex information into concise executive-level briefings and recommendations
• Strong written and verbal communication skills
• Experience with HigherGov, SAM.gov, FPDS, USASpending, or similar federal market research tools
• Strong proficiency with Microsoft Excel, PowerPoint, Word, and data visualization tools
• Ability to manage multiple priorities while meeting deadlines
• Strong organizational skills and attention to detail
• Ability to work independently with minimal supervision

• Experience working in a government contracting environment preferred
• Experience working in a small or growing business environment preferred
• Experience supporting an ISO 9001:2015 quality management environment is a plus
