Business and Performance Analyst (Remote)

The Colorado Department of Revenue is a state agency focused on helping Coloradans navigate government services through customer service, innovation, and collaboration. The Business and Performance Analyst will bridge business teams, technical developers, executive leadership, and the Governor's Office by translating strategy into impact. The role supports strategic planning, systems requirements, project execution, quality assurance, testing, customer requests, and KPI development.

Responsibilities:

• Evaluate, analyze, and communicate scope and systems requirements continuously to maintain systems processes
• Elicit and gather user and business requirements through open-ended discussions, brainstorming, and prototyping
• Monitoring deliverables and ensuring timely completion of projects
• Create and implement management plans for assigned projects, with attention to transparent communication at all levels
• Perform, evaluate, and communicate thorough quality assurance at every stage of systems development
• Review and implement Test Plans and Test Cases based on user requirements and functional requirements specifications
• Determine how best to respond to customer requests in a manner that will promote customer service and transparency
• Act as a liaison with internal DOR staff and the governor's office to support WIG development

Requirements:

• This posting is only open to residents of the State of Colorado at the time of submitting your application
• Six (6) years of experience as a business or performance analyst role or other experience directly related to the work assigned to this position which must include at least 2 years as a performance analyst developing key performance indicators (KPI's) in a federal, state or county position
• A combination of related education in Business Administration, Public Administration, Computer Science, Information Systems in a closely related field as determined by the Department and/or relevant experience in a business or performance analyst role equal to six (6) years which must include at least 2 years as a performance analyst developing key performance indicators (KPI's) in a federal, state or county position
• Additional appropriate education will substitute for the required experience on a year-for-year basis
• Additional years of business analyst experience capturing, refining, and verifying software development requirements
• Experience working with an agile/scrum software development team
• Experience facilitating User Acceptance Testing
• Demonstrated written communication
• Experience with writing processes
• Experience with facilitating meetings with stakeholders
• Experience as a state employee in an analyst role
• Experience with the WIG development process
• Experience developing Key Performance Indicators (KPI's) across functional units
• Experience working with data and dashboarding
