Senior Federal HR Data Analyst/Systems Analyst with Databricks experience

R3 Government Solutions provides human resources operations services, human capital strategy, and custom training to federal clients, supporting the Department of Homeland Security's U.S. Immigration and Customs Enforcement team. The Senior Systems Analyst will serve as the HR team's technical point of contact for Databricks, Collibra, AWS S3, and the enterprise lakehouse environment, supporting data analysis, governance, troubleshooting, reporting, and the transition to Oracle HCM.

Responsibilities:

• Serve as our team's subject-matter resource for Databricks, Collibra, AWS S3, and the client's enterprise lakehouse environment
• Work with enterprise data teams, platform administrators, developers, and implementation vendors to understand data architecture, data flows, platform capabilities, governance requirements, and technical dependencies
• Use Databricks to access, analyze, validate, and troubleshoot enterprise data and support HR reporting and analytics
• Work within Collibra to support data governance activities
• Serve as a liaison between business/functional stakeholders and technical data teams , translating technical concepts into clear business impacts and business requirements into actionable technical needs
• Understand how data is stored, organized, accessed, and governed within AWS S3 and a cloud-based lakehouse architecture
• Analyze business and system requirements and translate them into data requirements, mappings, business rules, validation criteria, and technical requirements
• Support the analysis and resolution of data quality, integration, access, lineage, and reporting issues
• Review data structures, schemas, tables, and data products to determine whether available enterprise data meets functional and reporting requirements
• Support data validation, testing, system/integration testing, and UAT when new data sources, integrations, or capabilities are introduced
• Document data flows, requirements, business rules, system dependencies, processes, and technical decisions
• Proactively identify data gaps, dependencies, integration risks, and potential impacts to downstream systems and reporting
• Over time, support the client's transition to Oracle HCM , including the integration and use of HR data within the broader enterprise data environment

Requirements:

• ·      Bachelor's degree in relevant discipline or 10 years of relevant experience
• ·      Strong experience with Databricks
• ·      Strong experience with Collibra
• ·      Experience working with enterprise data lake, lakehouse, or cloud data environments
• ·      Strong systems analysis, business analysis, and problem-solving capabilities
• ·      Ability to bridge business requirements and technical/data solutions
• ·      Ability to work effectively with data engineers, developers, platform teams, and functional stakeholders
• ·      U.S. citizenship and ability to successfully complete a background investigation
• ·      Experience with AWS S3 / Amazon S3
• ·      Experience supporting federal HR operations, HR data, HRIS/HCM systems, workforce analytics, or HR reporting
• ·      Experience supporting enterprise data modernization initiatives
• ·      Experience with data integration, mapping, lineage, metadata, governance, and data quality
• ·      Strong SQL skills and ability to independently query and analyze data
• ·      Familiarity with Oracle HCM or other enterprise HCM platforms
