Serve as the primary Program Manager for VA/VHA engagements, ensuring successful delivery on cost, schedule, scope, and quality.
Lead cross-functional teams in Agile and hybrid delivery environments.
Develop and maintain program plans, schedules, risk registers, and performance dashboards.
Manage relationships with teaming partners and technology vendors.
Interface regularly with Contracting Officer Representatives (CORs), Program Offices, and senior VA leadership.
Build and maintain trusted relationships with VA and VHA stakeholders.
Facilitate meetings, briefings, and governance reviews.
Translate mission needs into clear technical and program requirements.
Proactively identify risks and recommend mitigation strategies.
Ensure solutions align with VA enterprise architecture, security, and compliance requirements.
Support cloud, cybersecurity, data, and application modernization initiatives where applicable.
Align program outcomes with VHA clinical, operational, and administrative priorities.
Support Emerging Tech’s VA business development efforts, including identifying opportunities, shaping capture strategy, and contributing to proposals, capability materials, and client discussions.
Represent Emerging Tech in industry forums, VA working groups, and stakeholder engagements as appropriate.
Requirements
Minimum 10 years of program management experience in federal IT or mission environments, including at least five years supporting the VA.
Demonstrated experience managing a VA-focused program or portfolio of projects with 20+ staff, coordinating technical, clinical, and operational stakeholders.
Extensive experience with VHA operations, systems, or initiatives.
Demonstrated familiarity with VA EHRM, health IT modernization, or related clinical/technical environments.
Strong understanding of federal acquisition, governance, and compliance.
Experience leading technical teams in cloud, cybersecurity, data, or application environments.
