Lead a complex data access and linkage program
Ensure effective management of scope, schedule, budgets, quality, risks, and communications
Represent the program in governance meetings and executive briefings
Translate SOW requirements and policies into actionable plans
Oversee integration of technical and operational work across teams
Manage risk, issue resolution, change control, data governance
Establish and maintain program-level metrics and dashboards
Ensure high-quality program artifacts and reports
Lead and mentor program and project managers

Master’s degree in bioinformatics, public health, epidemiology, biostatistics, or a related field
Minimum of 15 years of experience in federal contract management or managing large programs
Project Management Professional (PMP) certification
10+ years of experience managing Agile methodology-driven projects
Knowledge of federal contract management practices
Experience leading programs involving secure data environments
Ability to coordinate cross-disciplinary teams
Strong English written and verbal communication skills
Ability to obtain and maintain a Public Trust clearance
Willingness to travel 10-25% for on-site collaboration
