Provide non-binding political analysis and strategic advice relevant to SUSTAIN implementation.
Strengthen adaptive programming through risk analysis, scenario planning, and early-warning insights.
Ensure training, knowledge products, and communications meet conflict-sensitivity and do-no-harm standards.
Provide technical advisory guidance to inform mentorship and leadership-support approaches within project activities (without direct mentoring or facilitation).
Support project-level stakeholder engagement strategies and knowledge management for adaptive learning.
Requirements
Demonstrated experience working with peace process stakeholders in the Bangsamoro or comparable conflict-affected contexts.
At least 10 years of progressively responsible experience in peacebuilding, conflict resolution, mediation support, political analysis, normalization, or related governance processes.
Demonstrated ability to engage conflict-affected communities, former combatants, local leaders, or civil society actors in advisory, analytical, or programmatic roles.
Experience providing technical, analytical, or advisory support to peacebuilding, governance, humanitarian, or development initiatives.
Working knowledge of the Comprehensive Agreement on the Bangsamoro (CAB) or comparable peace agreements, normalization frameworks, or political transition processes.
Proven capacity to provide neutral, non-partisan advice to diverse stakeholders, including government actors, community leaders, civil society, and international partners.
Benefits
Travel, accommodation, and related mission costs incurred during approved field engagements shall form part of the consultant’s professional fee.
Regular progress reports on activity implementation will be shared with the European Union.
