Supervise a team of Global Trade professionals, providing support, guidance, and career growth/development
Develop licensing plans and provide guidance for complex licensing strategy and program planning
Act as Subject Matter Expert (SME) in ITAR and EAR Export Authorizations requirements, drafting, preparing, submitting, tracking, obtaining and managing from the U.S. government, all necessary export and import licenses, permits, and certifications – to include Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLAs) and other export license authorization types
Work closely with internal customers to develop export and import approvals that allow for the efficient export of technology, technical data, hardware, and services
Ensure review of the scope of the effort with the applicable functions, stakeholders and the foreign parties prior to submittal
Obtain signed agreements and other required documentations from foreign parties (e.g., DSP-83s, ITAR NDAs, etc.) as applicable
Provide status updates to the programs/stakeholders for awareness
Review approvals to ensure execution and deliverables are considered
Manage day-to-day execution of agreements and licenses, ensuring compliance for all activities under the agreements and licenses
Monitor authorizations for any changes effecting the authorizations and taking action upon knowledge of the change
Assure regulatory compliance through review and approval of foreign travel, foreign visits and export and import transactions
Provide day-to-day guidance, training and support to program personnel on export licensing and compliance needs (e.g., releasability, etc.)
Interpret and explain export compliance requirements such as license/TAA provisos, export regulations, and Raytheon export policies and procedures
Contribute to learning and audit assessment programs to ensure implementation and effectiveness of internal controls
Assist in identifying and reporting of compliance concerns and identifying errors/areas requiring improvement and implementing corrective actions to resolve problems
Support management in investigating and resolving compliance matters, audits and investigations
Contribute to key global trade compliance infrastructure elements including people, processes/procedures, automated solutions/tools, training, and metrics
Requirements
Typically requires University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience
Experience in drafting and submitting Department of State and Department of Commerce license and agreement applications and other authorization requests
Currently or previously designated as an Empowered Official
Experience with DECCS, SNAP-R, OCR EASE, and/or other automated licensing and compliance systems and/or resources
Experience directly supervising Global Trade teams
