About this role
Role Overview
Identify the missions, activities, services and resources of the local authority
Support internal steering and external control of satellite entities
Contribute to the evaluation and design of procedures
Conduct ad hoc studies to support strategic decision-making and cost analysis
Implement and facilitate performance monitoring systems
Establish and facilitate management dialogue
Optimize resources and improve processes
Advise and support management decision-making
Work on risk management
Lead cross-functional strategic projects
Requirements
Knowledge of the territorial/local government environment, key risks and risk typologies for local authorities
Knowledge of methods and tools for public policy evaluation, analysis, audit, control and diagnosis
Mastery of quality and certification processes and procedures
Thorough knowledge of public procurement rules and public finance mechanisms
Knowledge of consultation and negotiation methods and techniques
Identify and analyze changes in the environment (political, legal, social, economic, technological) affecting a public policy
Identify evaluation requests and contribute to drafting the terms of reference
Analyze evaluation indicators and conduct evaluations
Use evaluation results to develop forward‑looking scenarios and action plans
Participate in defining and implementing a quality action program
Contribute to steering, evaluating and improving the quality approach
