Support, advise and assist managers in planning, implementing and delivering performance improvement initiatives, value-creation activities and process optimization for the organization, and monitor their application, execution and outcomes.
Advise Revenu Québec managers in certain areas of performance and optimization, primarily regarding strategies, policies, budgets, management frameworks, standards, operations, decision-making and evolving practices to achieve enhanced performance and realize identified benefits.
Support managers in delivering performance projects, implementing best practices and relevant reference frameworks recognized in the fields of performance and results-oriented management.
Support managers by providing information, tools, guides, practices, metrics, services and assistance that enable them to effectively manage and maximize organizational performance.
Support and equip managers, teams and other partners in implementing and adhering to change management, and in using various methods, tools and techniques aimed at increasing the effectiveness of their performance management interventions.
Assist managers in directing research, development, training and change management activities in the context of organizational performance improvement.
Collaborate on process mapping, defining performance indicators, implementing tools to monitor them, ensuring team understanding, and identifying sources of variance that lead to underperformance.
Lead on methods, tools and techniques to maximize performance; collect and analyze information to assess (diagnose) a unit’s maturity in organizational performance.
Contribute to the production of documentation intended for senior management.
Participate in creating, editing and consolidating deliverables related to planning, performance reviews and accountability exercises.
Participate in meetings and provide advanced expertise.
Provide business, information technology and organizational performance guidance.
Produce status reports, diagnostics, assessments and presentation materials for senior management.
Promote best practices in performance and results-oriented management among individuals, teams and governance bodies.
Encourage improvements in governance, team and individual effectiveness.
Propose, design and facilitate workshops, and deliver training or presentations on results-oriented management approaches, performance, process optimization, Lean and Six Sigma (mapping, process optimization, Kaizen, identification of key performance indicators, implementation of visual management dashboards, etc.).
Encourage a culture of questioning to foster innovation and achieve optimal results.
Promote change adoption by involving staff in decision-making.
Support stakeholders in the continuous improvement (Kaizen) of processes to prevent losses and waste.
Perform organizational and operational diagnostics, when applicable: studies on improvement opportunities,
provide expertise for applying new ways of operating and work organization,
provide expertise for developing solutions within process optimization efforts,
strategies to integrate performance management and results-oriented management best practices into day-to-day management,
measures and key performance indicators,
application of continuous improvement.
Assume any other responsibilities related to the mandate.
Requirements
Hold a bachelor’s degree in information technology (computer science, software engineering or computer engineering), business administration, industrial relations or an equivalent discipline.
Have ten (10) years of experience, including at least five (5) years in the Quebec public or parapublic sector, or in the Quebec private sector, as an organizational performance advisor on engagements that included:
analysis and optimization of process performance and organizational structures,
process improvement,
change management,
and support for organizational transformation in organizations of comparable scale.
Successfully completed two (2) strategic assignments including:
organizational and process performance diagnostics,
definition of value-creation levers,
realization of expected benefits, and delivery of measurable results in a large organizational context.
Completed two (2) assignments of at least 250 person-days each as an organizational performance advisor, involving:
the definition or revision of operating models,
aligning processes with strategic directions, and collaboration with governance or executive bodies.
Completed two (2) assignments of at least 250 person-days each in Quebec public or parapublic organizations, involving organizational or technological transformation issues, with deliverables validated by governance bodies.
Facilitated at least five (5) mobilization workshops with multidisciplinary groups (IT, business, management) as part of transformation or process optimization projects.
Produced and presented, in two (2) assignments of at least 250 person-days each, strategic deliverables (status reports, maturity assessments, performance reports, presentations to senior management) in complex organizational change contexts, aimed at improving intervention effectiveness, supporting decision-making and managing operational performance risks.
