The Federal Contracts & Compliance Manager will own and manage federal contract administration and regulatory compliance, including GSA Schedule management, FAR/GSAM interpretation, protests, audits, and contractual risk advisory.
Serve as owner of the organization’s GSA Multiple Award Schedule (MAS) contract(s).
Manage and oversee:
Contract modifications (pricing, SINs, terms)
Option renewals and mass modifications
Schedule scope determinations and ordering guidance
Ensure compliance with GSA sales reporting, IFF, disclosures, and administrative requirements.
Support Contractor Assessment Visits (IOAs), audits, and contracting officer inquiries.
Advise leadership and program teams on:
Contract rights and obligations
Regulatory risk
Compliance posture
Develop and maintain internal compliance guidance, policies, and templates.
Provide internal legal and procedural support for:
Agency-level protests
GAO bid protests
Corrective action engagements
Assist with drafting, coordinating, and reviewing:
Protest filings and supplemental submissions
Agency responses and correspondence
Status reports and declarations
Support contract claims, disputes, and interpretation matters under the Contract Disputes Act (CDA), including REAs.
Advise on:
Organizational Conflicts of Interest (OCI)
Procurement integrity issues
Review solicitations for contractual and regulatory compliance.
Requirements
Bachelor’s degree in Business, Contracts, Law, Public Policy, or a related field
6+ years of experience supporting federal contracts, compliance, or government procurement
Demonstrated experience with:
GSA Multiple Award Schedule (MAS) administration
Contract modifications, renewals, and CO engagement
Working knowledge of:
FAR and GSAM
Federal acquisition processes and task‑order contracting
Experience supporting one or more of the following:
Agency‑level or GAO bid protests
Contract audits (e.g., GSA IOA, OIG)
Claims, REAs, or CDA‑related matters
Strong written and analytical skills, including the ability to draft and review compliance and protest‑related documentation
Ability to coordinate with internal stakeholders and outside legal counsel.
