As the Proposal Manager, lead the end-to-end proposal process from RFP release through final submission, ensuring compliance, schedule adherence, and delivery of a high-quality, compelling proposal.
Upon RFP release, the Proposal Manager analyzes solicitation requirements; develops the proposal kick-off slide deck; creates the proposal schedule to include all color teams and deadlines; develops the compliance matrix, outline, and response templates; and coordinates kickoff activities with Capture, Solution Teams, Operations, and Pricing among additional contributors.
The Proposal Manager facilitates content development by assigning section ownership; managing writing efforts; tracking action items; and ensuring contributors align to win themes, discriminators, and customer requirements.
Throughout proposal development, the Proposal Manager runs color team reviews, incorporates feedback, manages version control of response documents, and ensures proposal content is compliant, consistent, and strategically positioned.
The Proposal Manager coordinates with Subject Matter Experts (SME), Recruiting, Pricing, Contracts, and all other members of the Proposal Team to ensure all volumes are fully aligned with the technical solution.
As submission approaches, the Proposal Manager conducts final quality assurance reviews, validates formatting and compliance requirements, manages production activities, and resolves last-minute issues to ensure proposal readiness.
The FedCiv Proposal Manager is ultimately responsible for delivering a complete, compliant, and compelling proposal package by the deadline (24 hours in advance of the Government’s deadline), including coordinating with Contracts to ensure successful, compliant proposal submission and confirmation of receipt by the Government.
Collaboration with Capture and Proposal Vice Presidents, Portfolio Vice Presidents, Business Development Professionals, Technical and Business SMEs, Content Developers, Capture Managers, Recruiters, Pricing Teams, Contracts and Subcontracts, and Teaming Partners, as well as Senior Leadership and additional contributors.
Requirements
Bachelor’s degree and a minimum of five (5) years of relevant, specifically FedCiv experience in proposal management, within a FedCiv Government contracting environment.
Minimum of five (5) years of experience required managing FedCiv proposals for customers to include but not limited to: Legislative Branch (Congress, Senate, House of Representatives), Department of Commerce (Census Bureau), HHS (NIH, CMS, FDA), GSA, Department of the Treasury (IRS), DHS (CBP, USCIS), Department of State (DoS).
Demonstrated experience leading the entire proposal process from RFP/RFI/SS release through final submission, ensuring compliance, schedule adherence, and delivery of a high-quality, compelling proposal.
Experience analyzing FedCiv solicitation requirements in their entirety and in-depth knowledge of the various RFP sections; creating the compliance matrix and performing compliance reviews at all color team stages; developing kickoff slides, proposal schedule, and outline; and coordinating/leading kickoff activities with Capture, Operations, Pricing, Solution Teams, and all other proposal contributors.
Experience facilitating content development by assigning section ownership, managing writing efforts, tracking action items, and ensuring contributors align solutions to win themes, discriminators, and customer requirements.
Experience throughout proposal development preparing documents for color team reviews/debriefs, incorporating feedback, managing version control, and ensuring proposal content is compliant, consistent, and strategically positioned.
Experience coordinating with Capture, Business Development Leads, Pricing, Contracts, Consultants, Procurement, all subcontractors, and other proposal contributors to ensure volumes such as Admin, Management, Technical, Staffing Plans, Past Performance, Resumes, Cost, etc. are fully aligned with the technical solution and are 100% compliant with all solicitation requirements.
Experience conducting final quality assurance reviews, validating formatting and compliance requirements, managing production activities, and resolving last-minute issues to ensure proposal delivery readiness.
