Lead capture activities for identified federal opportunities from qualification through proposal development
Monitor multiple procurement sites and agency forecasts to identify and qualify new pipeline opportunities
Conduct competitive intelligence and incumbent analysis to inform capture strategy and win themes
Build and maintain capture plans, including teaming strategy, competitive positioning, and price-to-win input
Coordinate with contracts, delivery, and executive leadership to shape opportunities
Support customer engagement and relationship-building with government stakeholders and potential teaming partners
Develop win themes, discriminators, and competitive analysis materials, and partner with the proposal team to ensure they're carried through accurately
Stay engaged through proposal development, contributing directly to win themes, past performance narratives, and technical approach framing
Conduct incumbent capture on recompete opportunities, using tools like FPDS-NG to assess incumbent contractors, staff, and award history and inform pursuit strategy
Build and negotiate teaming arrangements, including prime/sub positioning, teaming agreements, and subcontracting relationships
Track and report pipeline status and capture progress to leadership
Requirements
3–5 years of experience in capture management or business development within federal government contracting
Demonstrated experience in a small business GovCon environment, including familiarity with set-asides, teaming agreements, prime work, and subcontracting
Experience conducting competitive intelligence and incumbent research
Experience using SAM.gov, GovWin IQ, HigherGov, FPDS-NG, or similar opportunity tracking and award-history tools
Demonstrated ability to build and manage relationships with government customers, teaming partners, and internal stakeholders
Ability to translate technical capabilities and competitive positioning into clear, compelling win themes and customer-facing messaging
Must be familiar with federal contract vehicles and procurement mechanisms, including ID IQ, OASIS+, RFP, RFQ, BPA, Sole Source, and RFI, and with platforms such as eBuy and GSA MAS
Bachelor's degree or equivalent professional experience
Must be eligible to obtain a Secret security clearance
Must reside within the DC Metro area and be able to report to DANE's Chantilly, VA headquarters as needed
