General Dynamics Information Technology is seeking an experienced Senior Program Manager to lead a large, multi-task federal Data Access effort supporting the National Institutes of Health. This strategic leadership role entails overseeing enclave operations, data linkage, program management, and Privacy-Preserving Record Linkage functions.
Responsibilities:
- Lead a complex data access and linkage program enabling secure research use of real-world data across enclave, linkage, and program operations environments
- Ensure effective management of scope, schedule, budgets, quality, risks, and communications across all tasks and program years
- Be the primary point of contact with government stakeholders, representing the program in governance meetings, reviews, and executive briefings
- Translate SOW requirements and policies into actionable plans, tasking, standard operating procedures, and performance expectations
- Oversee the integration of technical and operational work across enclave, data linkage, PPRL, and program operations teams ensuring effective, compliant, and efficient delivery
- Direct risk management, issue resolution, change control, Zero Trust, DUAs, and data governance
- Establish and maintain program-level metrics and dashboards for efforts, security, quality, timeliness, user satisfaction, schedules, and costs
- Ensure high-quality program artifacts, including PMP, QASP/QAMP, performance metrics, monthly and executive reports, and transition plans
- Lead and mentor program managers, project managers, and task leads, fostering a high-performing leadership bench and ensuring sustained coverage for key roles
Requirements:
- Master's degree in bioinformatics, public health, epidemiology, biostatistics, or a related field
- Minimum of 15 years of experience in federal contract management or managing large, multi-year programs, including 5+ years as a task lead or equivalent role overseeing projects of similar complexity
- Project Management Professional (PMP) certification
- 10+ years of experience managing Agile methodology-driven projects or programs in federal or highly regulated environments
- Demonstrated in-depth knowledge of federal contract management practices, including performance management, risk/issue resolution, and subcontractor oversight
- Demonstrated experience leading programs involving secure data environments, such as those with FISMA Moderate, FedRAMP, CMS ARS, or Zero Trust frameworks
- Proven ability to coordinate cross-disciplinary teams, including technical, scientific, and operational experts, across data linkage, privacy-preserving methods, stakeholder engagement, and technical assistance
- Strong English written and verbal communication skills, with demonstrated ability to communicate effectively with federal customers, executives, and technical teams
- Ability to obtain and maintain a Public Trust clearance or higher
- Willingness to travel 10-25% for on-site collaboration, meetings, and reviews in the Washington, D.C. metropolitan area
- Doctoral degree in bioinformatics, public health, epidemiology, biostatistics, or a related field
- Proven experience as a program lead for large federal health data or research programs
- Familiarity with secure enclave governance, cloud services, and data access workflows
- Additional certifications such as Agile, ITIL, or technical credentials related to cloud, security, data engineering, data linkage, or scientific research operations
- Direct experience engaging with NIH institutes/centers, CMS, or other federal data providers on complex DUA arrangements and linkage operations
