They are seeking a Business Analyst II to analyze business processes, identify improvement opportunities, and implement solutions that enhance operational efficiency and business value.
Responsibilities:
- Own and prioritize the execution and operations backlog
- Gather requirements from sources that include other teams, external users, and clients
- Translate real-world validation findings into clear implementation and validation tickets
- Prioritize backlog based on facility-onboarding timelines, dependencies, and validation results
- Ensure backlog reflects data-quality issues, execution risks, and adoption barriers
- Align backlog to implementation metrics
- Collaborate with the Agile PM to address blockers, dependencies, and stakeholder needs
- Create detailed functional specifications, user stories, and process flows
- Organize and lead sprint planning sessions, stand-ups, backlog refinement, and sprint reviews
- Collaborate with Scrum Team to maintain well-defined product backlogs, prioritize items, and ensure proper sizing and estimations
- Gather and document business requirements through stakeholder interviews, workshops, and process analysis
- Analyze complex business problems and processes to recommend effective solutions
- Document business processes and prioritize drive requirements across teams
- Collaborate with technical teams to implement business requirements
- Facilitate meetings between business stakeholders and technical teams and communicate requirement changes effectively to stakeholders
- Foster a collaborative and self-organizing team environment, encouraging open communication, transparency, and continuous improvement
- Encourage a culture of continuous improvement by conducting retrospectives, implementing improvements, and sharing best practices
- Work on complex features within established projects
- Develop and maintain project documentation, including requirements documents, user guides, and training materials
- Ensure alignment between business and technical needs
- Identify and remove impediments that hinder team progress
- Track and report on key Agile metrics such as velocity, burn-down charts, and sprint progress
Requirements:
- Bachelor's degree in health informatics, computer science, engineering, information technology, or related field
- At least six years of relevant work experience
- Experience as a business analyst or similar role in software-development projects
- Strong problem-solving skills and ability to translate complex business needs into actionable requirements
- Exceptional communication, negotiation, and interpersonal skills
- Familiarity with Agile methodologies, especially Scrum practices
- Proficiency in tools for requirements-management and documentation
- Must be able to obtain and maintain a Public Trust Level 5 clearance
- Ability to work well with diverse, distributed teams in a fast-paced, dynamic environment and adapt to changing requirements
- Experience with software-development lifecycle management tools (such as Jira and Confluence)
- Knowledge of the principles and practices of product management
- Experience working on projects related to healthcare standards and/or public-health reporting
- Experience supporting federal-government agencies, preferably CMS, CDC, or other HHS agencies
- Knowledge of Clinical Document Architecture (CDA) or HL7 Fast Healthcare Interoperability Resources (FHIR)
- Certification as Scrum Master (CSM), Professional Scrum Master (PSM), or other applicable certification
- Certification as Certified Analytics Professional (CAP), Certified Professional for Requirements Engineering (CPRE), or other business-analysis certification
