UNICEF Bangladesh is the world's leading children's rights organization, dedicated to promoting children's survival, protection, and development. The consultant will facilitate technical leadership and coordination on Case Management and Information Management in humanitarian settings, providing assistance to priority countries and ensuring effective implementation of child protection strategies.
Responsibilities:
- Facilitate UNICEF sectoral technical leadership and coordination on Case Management and Information Management for Case Management in humanitarian settings, technical assistance and backstopping to priority countries (L3, L2, refugee and mixed migration settings) and generation of evidence to improve planning, programming, advocacy and resource mobilization
- Convene interagency coordination on information management for case management IM4CM and the Child protection information management system (CPIMS+) in humanitarian settings in coordination with relevant Primero team members
- Arrange dissemination, socialization, adaption and strengthening capacities on interagency policy guidance on child protection case management including digitalization
- The consultant will support the CPIMS+ Steering Committee in its coordination function in: Convening and documenting meetings, facilitating engagement with the CPIMS+ Technical Team, the GBVIMS Steering Committee/Technical Team, the MRM IMS focal point, the Alliance for CPHA CMTF, the Primero Coordination Committee
- Facilitating cooperation on systems interoperability between CPIMS+ and UNHCR ProGres
- Updating the group with developments and progress on CPIMS+ and IM4CM activities
- The consultant will assist the IM4CM work of the CMTF in: Ensuring linkages to the CPIMS+ SC work and CPIMS+ roll-out activities
- Rolling out capacity building packages on case management, information management for case management and CPIMS+ (Data Protection and Information Sharing template, Data Protection Impact Assessment template, Data Categorization Framework, the revised interagency case management guidelines and tools), in priority humanitarian contexts, in collaboration with and through sectoral platforms
- The consultant will facilitate UNICEF and sectoral evidence building on child protection case management, including in refugee and mixed migration situations, and in strengthening Monitoring and Evaluation for child protection case management, ensuring interagency work on KPIs and data categorization is reflected and aligned to new development in the CPIMS+
- The consultant will support the roll-out and dissemination of the revised interagency Case Management guidelines, tools, and forms, as well as Data Categorization and key IM4CM data protection tools through interagency platforms e.g., CPAoR, Alliance for CPHA, and within UNICEF
- The consultant will support the roll out, dissemination and adaptation of the existing interagency policy guidance on digitalization (DPIA, DPISP, Data Categorization Framework and IM4CM training module) through interagency platforms and within UNICEF
- The consultant will support UNICEF CPHA and CPSS work on social service workforce strengthening with a focus on humanitarian case management and IM4CM considerations, through the development of a benchmarking tool in coordination with UNCHR tailored to IM4CM system strengthening, and transition to government led platforms
- The consultant will support case management and information management for case management (IM4CM) programming in humanitarian settings with a focus on L3, L2, refugee and mixed migration contexts, including both ongoing and potential new rollouts of CPIMS+, in close collaboration with global and regional Primero teams
- The consultant will facilitate stock-taking, experience sharing, cross-fertilization webinars with countries already using CPIMS+, promoting alignment with programmatic work, while collecting lessons to further strengthen CPIMS+ and case management, locally and at global level
- The consultant will support in-country and global inter-operability initiatives between the interagency GBVIMS and CPIMS+, the CPIMS+ and UNHCR ProgressV4 CP modules, in coordination with UNHCR
Requirements:
- Advanced University Degree (Masters) in Social work, International Relations, Law, Child Psychology or another relevant field
- 5-8 years of experience in child protection case management and information management systems at global level
- Good technical understanding of information management for case management work and information management systems for case management
- Track record of using the IA CP IMS and CPIMS+, PRIMERO
- Advanced proficiency in information technology, with demonstrated practical experience applying IT tools and systems
- Proven partnership, training and capacity building skills with a range of stakeholders, including UN agencies, INGOs and Alliance for CPHA, including familiarity with UNHCR case management system
- Strong communication skills, organizational, inter-personal and leadership skills
- Ability to be flexible and work well under pressure in a fast-paced environment, with complex projects and deadlines from different stakeholders
- Demonstrable ability to work independently, take initiative, and identify new opportunities and approaches
