Maximus is seeking a Proposal Project Manager to play a key role in developing high‑quality, competitive proposals that support their work with State and Local Government clients. The role involves collaborating with cross‑functional teams to create compelling proposals, ensuring compliance, and continuously improving proposal processes.
Responsibilities:
- Conduct kickoff meetings, develop proposal outlines and schedules, and coordinate proposal team activities
- Analyze RFP Documents and understanding client requirements and ensure proposals meet these requirements
- Collaborate with multiple teams to develop proposal content, including sales, marketing, technical teams, and subject matter experts
- Ensure written proposal content is clear, concise, and free of grammatical errors
- Oversee the review process by integrating feedback to enhance the proposal’s quality
- Oversee the printing, binding, and shipping of the final proposal documents
- Develop and maintain proposal templates and libraries to streamline the proposal development process
- Conduct post-proposal reviews by gathering feedback and lessons learned for future proposals
- Stay updated by keeping abreast of industry trends and changes to ensure proposals are current and competitive
Requirements:
- Bachelor's degree in relevant field of study and 5+ years of relevant professional experience required, or equivalent combination of education and experience
- At least 5 years of U.S. State and Local Government proposal writing experience, including a minimum of 3 years focused on Medicaid proposal writing
- Ability to gather information from SMEs and translate complex technical/operational details into compelling, compliant proposal content
- Strong interviewing skills to extract and clarify information from subject matter experts
- Proven ability to produce original writing (not solely AI‑assisted or library‑based content)
- Demonstrated success working in fast‑paced, high‑pressure, deadline‑driven proposal environments
- Experience drafting detailed solution approaches and converting technical information into client‑facing, persuasive narrative
- Ability to manage multiple assignments simultaneously with short turnaround times
- Strong collaboration skills and the ability to work effectively with diverse teams and personalities
- Resilience and comfort receiving frequent, direct feedback on writing
- Broader experience across other Human Services programs is a plus
