Core4ce is a team of innovators focused on strengthening national security and advancing warfighting outcomes. They are seeking a Business Analyst to support a large-scale Defense Health Agency cloud and DevSecOps infrastructure program, acting as a liaison between stakeholders and teams to translate needs into actionable requirements.
Responsibilities:
- Support and actively participate in PI Planning, Sprint Planning, System Demos, and Inspect & Adapt events
- Decompose Epics into Features and User Stories with clear acceptance criteria and traceability
- Maintain and refine program and team backlogs in alignment with SAFe best practices
- Partner with Product Owners and Release Train Engineers (RTEs) to ensure alignment across value streams
- Elicit, analyze, and document functional and technical requirements for cloud and platform services
- Translate stakeholder needs into user stories, workflows, and interface requirements
- Develop requirements traceability matrices (RTMs) linking capabilities to implementation and validation artifacts
- Facilitate structured stakeholder engagements including workshops, SME interviews, and working sessions
- Collaborate with engineering teams supporting AWS GovCloud, Kubernetes (e.g., EKS/RKE2/OpenShift), and containerized workloads
- Support definition of requirements for CI/CD pipelines, infrastructure as code (IaC), and automated security controls
- Assist in aligning requirements with Zero Trust, RMF, and DoD security compliance frameworks
- Document system integrations, data flows, and platform dependencies across environments
- Ensure adherence to data governance standards, including required fields, metadata, and lineage documentation
- Support configuration management and change control processes
- Identify and mitigate risks related to dependencies, access constraints, and data gaps
- Act as a trusted advisor to Government stakeholders within DHA and partner organizations
- Coordinate across multiple teams including platform engineering, cybersecurity, cloud operations, and application teams
- Communicate clearly and concisely at both technical and executive levels
Requirements:
- Active Secret clearance (or ability to obtain)
- Bachelor's degree in Business, Information Systems, Engineering, or related field
- 5+ years of experience as a Business Analyst supporting Agile/DevSecOps programs
- Demonstrated experience in SAFe or enterprise Agile environments
- Experience supporting cloud-based programs (AWS preferred; GovCloud highly desired)
- Familiarity with container platforms and orchestration (Kubernetes)
- Experience developing user stories, acceptance criteria, and backlog management artifacts
- Strong understanding of DoD environments, RMF, and secure system delivery
- Excellent facilitation, communication, and stakeholder engagement skills
- Agile mindset with a focus on delivery, collaboration, and continuous improvement
- Ability to operate in a complex, multi-stakeholder DoD environment
- Strong analytical thinking and structured problem-solving
- Ability to translate technical concepts into clear, actionable business requirements
- Proven ability to manage cross-team dependencies and priorities
- SAFe certification (e.g., SAFe Agilist (SA), SAFe Practitioner (SP), or similar)
- Experience supporting Defense Health Agency (DHA), Military Health System (MHS), or healthcare IT programs
- Familiarity with DevSecOps platforms (e.g., Platform One, Rancher, OpenShift, GitLab CI/CD)
- Experience with tools such as Jira, Confluence, GitLab, or Azure DevOps
- Understanding of Zero Trust architecture and continuous ATO (cATO) practices
- Exposure to data analytics platforms (e.g., Databricks, ADVANA) is a plus
