Roadway Maintenance Foreman

The Ellis County Maintenance Office is seeking an experienced Crew Chiefs to lead and oversee roadway maintenance and repair crews. This position is responsible for directing daily operations involving complex roadway repairs, right-of-way maintenance, and traffic control asset upkeep. This position requires strong leadership, organizational, and problem-solving skills, as well as the ability to assess roadway conditions and make informed decisions regarding maintenance and repair strategies. Leads a crew of transportation maintenance technicians and equipment operators performing skilled transportation maintenance activities. Reports to a maintenance section supervisor and assists in administration of the maintenance section. Work requires responding to emergency notification on an as needed basis. Work requires contact with private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

• Assists during accidents and emergency weather situations to sand bridges and roads and put up warning signs, and
  organize response of crews.
• Assists in administration of the maintenance section.
• Estimates and gathers materials and equipment necessary to complete assignments.
• Inspects roads while en route to and from job site and reports problems to supervisors.
• Maintains records on materials and equipment used and employee time sheets.
• Operates light and heavy equipment.
• Oversees the work of designated maintenance inspectors and sign technicians.
• Performs some maintenance and repair on equipment and trains crew members on the use of equipment.
• Serves as a lead worker by scheduling daily work assignments; serving as a resource for complex questions and
  troubleshooting of problems; presenting operational updates to the supervisor; providing input on team members’ career
  conversations; and approving leave requests to ensure operational coverage.
• Performs other job responsibilities as assigned.
   

Minimum Qualifications:

Education: 

High School Grad or Equivalent in general education.

Experience: 

5 years experience in roadway maintenance related work. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

• Valid driver’s license. This position requires driving a state vehicle.
• Must have a Class "A" Commercial Driver's License (CDL) or have obtained a Class "A" CDL, within 45 calendar days from date of employment.

• Methods, procedures, equipment, and materials used in intermodal transportation engineering construction and maintenance
  work
• The Texas Manual on Uniform Traffic Control Devices
• Methods and procedures involving storage & transport of hazardous materials

• Applicable industry safety standards, guidelines, and specification codes

• Operating light and heavy highway equipment

Physical Requirements and Working Conditions:

• Subject to outside environmental conditions; no effective weather protection
• Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
• Required to wear protective gear-respirator, hard hat, or other device
• Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs
• Balancing-walking, standing, crouching on various surfaces without falling
• Stooping-bending body downward and forward by bending spine at waist
• Standing-prolonged periods of time
• Walking-moving on foot to accomplish tasks: long distance/from one work site to another
