Business Analyst - Remote (WFH)

Cognitive Medical Systems, Inc. is an IT and software engineering services company focused on enhancing U.S. government healthcare programs. The Business Analyst will support business analysis for the CMS Drug Data Processing System and Payment Reconciliation System, translating legislative changes into actionable development requirements.

Responsibilities:

• Conduct requirements elicitation, analysis, and documentation; develop and refine Epics, Features, User Stories, and Acceptance Criteria in JIRA aligned to the CMS product backlog
• Conduct legislative and policy impact analyses for Medicare Part D mandates including IRA 2022 provisions, MDP, CGDP sunset, and GLP-1 drug program changes; translate impacts into prioritized development backlog items
• Facilitate Joint Application Design (JAD) sessions and backlog refinement activities with CMS Product Managers, business owners, and technical teams
• Maintain the CMS Participant Guide incorporating HPMS memos, legislative changes, and sub-regulatory guidance; develop and maintain a communication plan and version log approved by the COR and Business Owner (SOO §4.4.4)
• Maintain and update the suite of approximately six Computer-Based Training (CBT) modules; ensure Section 508 compliance and compatibility with AWS-hosted CMS infrastructure (SOO §4.4.5)
• Support Section 9008 Branded Prescription Drug Fee reporting using DIR data from HPMS and PDE drug cost data for annual IRS submission (SOO §4.4.3)
• Support CMS inquiries, audits (GAO, OIG), FOIA responses, and maintain requirements traceability matrix (RTM) throughout the software development lifecycle

Requirements:

• Bachelor's degree in a related field; 4 or more years in business analysis on federal IT or health programs
• Demonstrated experience eliciting requirements, facilitating JAD sessions, and translating policy into system requirements
• Experience maintaining federal program documentation including participant guides, policy memos, and training materials
• Experience developing Section 508-compliant Computer-Based Training (CBT) content
• Experience with JIRA, Confluence, and GitHub for requirements and backlog management
• Strong written communication skills for CMS-facing deliverables, meeting minutes, and audit responses
• Ability to pass CMS and internal required background checks for public trust
