HUD Project Manager

Satellite Teams is seeking highly experienced construction inspection professionals to support a major, multi-year U.S. Department of Housing and Urban Development Multifamily Construction Inspection Services program. The Project Manager will lead the technical and operational performance of a geographically distributed inspection program, overseeing inspectors, assignments, quality control, compliance, reporting, and coordination with HUD personnel and company management.

Responsibilities:

• Lead and oversee a geographically distributed team of multifamily construction inspectors
• Manage inspection assignments, workload, schedules, coverage, quality, and performance
• Provide technical oversight of multifamily new-construction and substantial-rehabilitation inspection activities
• Ensure inspections and reports comply with applicable HUD requirements, procedures, forms, and contractual standards
• Review inspection reports and supporting documentation for technical accuracy, completeness, consistency, and timeliness
• Oversee quality-control and corrective-action processes
• Coordinate inspector deployment and maintain adequate geographic and surge coverage
• Monitor inspection deadlines and resolve scheduling or field-performance issues
• Support preconstruction conferences, construction-progress inspections, critical-phase inspections, repair inspections, substantial-completion activities, warranty inspections, and other required inspection activities
• Provide guidance concerning construction deficiencies, progress, change orders, repair completion, accessibility considerations, and other construction matters
• Coordinate with HUD personnel and Satellite Teams management
• Monitor key performance indicators including report timeliness, first-pass acceptance, corrections, inspector performance, and workload
• Assist with qualification, onboarding, training, and performance management of additional inspectors
• Maintain continuity and accountability across active HUD multifamily projects
• Escalate significant construction, quality, schedule, or compliance issues appropriately

Requirements:

• Candidates must have strong, documentable construction inspection experience
• At least three years of satisfactory construction inspection experience
• Significant multifamily construction experience
• Experience managing or overseeing personnel performing multifamily construction inspections
• Candidates should provide enough projects to substantiate their required years of qualifying experience
• Previous HUD Multifamily Construction Inspection Services experience
• HUD MAP experience
• FHA/HUD-insured multifamily construction experience
• HUD 221(d)(4), 223(f), or similar multifamily program experience
• Prior approval as a HUD multifamily construction inspector
• Multifamily new-construction inspection
• Multifamily substantial-rehabilitation inspection
• Construction administration for large multifamily developments
• Architect/engineer construction observation
• Owner's representative or construction-monitoring experience on multifamily projects
• Construction draw/progress inspections
• Davis-Bacon familiarity
• Fair Housing accessibility, ADA, UFAS, or related accessibility experience
• Building-code inspection experience
• Experience reviewing construction progress, requisitions, change orders, deficiencies, repair completion, or substantial completion
• Federal contracting or federal construction-program experience
• Candidates with five or more years of combined multifamily, commercial, and residential construction inspection experience are also encouraged to apply, particularly where at least one year involved multifamily construction
• Professional credentials such as PE, RA/AIA, PMP, ICC certifications, CCM, or similar credentials are desirable but are not a substitute for required experience
• Candidates may be located anywhere in the United States, although experience and geographic familiarity within HUD's Southeast and Southwest regions are particularly attractive
• Travel may be required depending upon role and project needs
