Provides executive leadership for a complex corporate services portfolio that includes Business Services (Finance and Administration/Quartermaster), Purchasing, Apparatus and Vehicle Maintenance, Asset and Equipment Management, and Facilities Management
Supports the operational readiness, resilience and long-term sustainability of Toronto Fire Services through strategic financial stewardship, asset lifecycle planning and effective organizational leadership
Advises the Fire Chief on strategic priorities, initiatives and resource planning
Works collaboratively with the Command Team to establish portfolio-wide goals, performance measures and accountability frameworks
Provides leadership in strategic financial planning, operating and capital budgeting, financial controls, asset management, and financial and management reporting
Ensures alignment with service needs and City priorities
Develops, recommends and administers annual operating and capital budgets
Controls expenditures within approved limits
Supports the presentation of Toronto Fire Services’ budgets to City committees and City Council
Directs all activities within the assigned portfolio
Delegates authority appropriately
Ensures consistency with Toronto Fire Services’ policies, standards and strategic objectives
Drives continuous improvement in business performance and service delivery
Leads and motivates a diverse workforce, fosters collaboration and innovation, and promotes a culture of psychological safety, wellness and accountability
Provides leadership on complex labour relations matters and plays a key role in management–labour negotiations, working constructively with the Toronto Professional Firefighters’ Association and other stakeholders
Requirements
Post-secondary education in a professional discipline pertinent to the job function or a combination of education and experience
Considerable experience in facilities management, inventory control, procurement and asset management
Extensive progressive experience at the managerial level within budgeting, financial management, administrative, and asset management environments
Demonstrated expertise in financial management and budget administration
Proven ability leading and motivating a diverse team supporting strategic leadership, direction and oversight for general business, administration, and support functions
Advanced business acumen and political insight, with a proven ability to manage complexity and drive results in a rapidly changing corporate environment
Possess a thorough knowledge of Provincial and Federal legislation and City by-laws relating to the administration of procurement and expenditures and revenues within the Fire Service
