Lead the proposal effort from solicitation review through final submission
Develop proposal schedules, compliance matrices, outlines, and content plans
Manage internal and external contributors to ensure deadlines and quality standards are met
Serve as the central point of accountability for proposal execution
Write and edit technical, management, and past performance volumes
Translate complex IT and cybersecurity concepts into clear, persuasive proposal language
Ensure all responses are compliant with solicitation instructions and evaluation criteria
Integrate inputs from SMEs, engineers, and partners into cohesive narratives
Conduct solutioning sessions and interviews with technical SMEs and engineers
Extract and shape technical content into evaluation-ready proposal language
Work closely with leadership to align proposals with company strategy and win themes
Perform compliance checks, color reviews, and final quality reviews
Ensure consistency in tone, messaging, and formatting across all volumes
Validate traceability to Section L/M (or equivalent) requirements

5+ years of experience writing and managing federal government proposals
Demonstrated success supporting or leading winning proposals
Background in IT services proposals, such as: Cybersecurity, IT modernization, Cloud services, Systems engineering, Compliance frameworks (e.g., NIST, RMF, CMMC, Zero Trust)
Experience responding to RFPs, RFIs, Sources Sought, and Task Orders
Proven ability to work directly with technical SMEs and engineers
Excellent written, verbal, and organizational skills
Strong understanding of federal procurement processes and compliance requirements
