Role Overview
As a Senior Capture Manager, you will lead strategic capture efforts for complex federal IT opportunities. You will work across the organization—business development, delivery, proposals, talent, and executive leadership—to qualify opportunities, shape winning strategies, and position Dev Technology for long-term success.
Develop and execute capture strategies for targeted federal IT opportunities.
In collaboration with BD, build and maintain trusted relationships with government stakeholders to deepen understanding of mission needs and future requirements.
Qualify opportunities identified by BD in the pipeline.
Shape opportunity direction before solicitation release through thoughtful engagement, insight gathering, and solution framing.
Conduct competitive assessments, gap analyses, and solution alignment activities to strengthen our positioning.
Lead and manage capture design gates, reviews, and decision processes with clarity and rigor.
Partner closely with delivery leads, technical SMEs, BD, proposal teams, and leadership to translate strategy into actionable capture plans.
Lead out and coordinate solution development, teaming strategies, pricing considerations, and key win themes.
Oversee capture documentation, call plans, and capture milestone tracking with a disciplined, process-oriented approach.
Hands-on engagement to support proposal development to ensure the capture strategy is fully reflected in the final submission.
Collaborate with BD to meet with federal agency clients and industry partners to maintain situational awareness and strengthen relationships.
Represent Dev Technology with professionalism, credibility, and a commitment to client mission success.
Requirements
7–10 years of related experience in federal capture, business development, or strategic growth roles.
Bachelor’s degree required.
U.S. citizenship and the ability to obtain a government security clearance.
Demonstrated success leading capture efforts for federal IT programs, including a portfolio of wins you directly captured.
Experience shaping opportunity requirements through insight, relationship-building, and mission understanding.
Strong ability to manage structured capture processes, including reviews, design gates, and strategic planning.
Exceptional organizational skills, attention to detail, and a disciplined, process-driven work style.
Proven ability to collaborate across diverse internal teams and stakeholders.
Ability to participate in travel to industry days, customer meetings, etc., if required.
