About this role
Role Overview
Complete an engagement strategy for each country, multilateral organization, or topic assigned
Suggest engagement plans, with specific action items identified for the short-, medium-, and long-term, in coordination with Embassies and Desks, as well as other elements of the interagency
Incorporate science priorities and foreign policy objectives into strategies
Perform analyses and make recommendations to Team Leads and office management in the identification of foreign assistance funding
Develop metrics to analyze effectiveness of STC programmatic and other activities in achieving Department policy goals and regulatory and financial requirements
Assist in efforts to advance science diplomacy through a spectrum of activities, including but not limited to bilateral meetings, consultations, visitor programs, advocacy, outreach, and programmatic activities
Assist ESTH Officers at Post in understanding the principles of STI engagement and how to conduct such engagement activities
Provide support to OES and department officials participating in international STI related meetings and events
Develop a wide array of contacts to become a resource on country or topic specific science, technology, or innovation engagements
Maintain regular interactions with contacts
Seek briefings from all relevant offices, as well as relevant offices in the geographic bureaus, INR, etc.
Understand the organizational structures of STI organizations including the lines of authority
Know the foreign diplomats responsible for science at Embassies
Monitor worldwide science and technology trends and execute detailed analyses of specific trends
Identify, assess, and make recommendations on emerging and evolving economic or national security threats that compromise American science and technology engagement (at the TS/SCI level or lower)
Identify international S&T capabilities in key advanced or emerging technology areas and partnership opportunities in countries
Review and draft emerging technology trend assessments that will inform STC STI policy priorities
Other Duties as assigned
Requirements
Experience with US foreign affairs/policy, especially pertaining to STI
A minimum of 3 years’ experience in the academic, private, and/or federal sectors
Technical expertise and/or education in an advanced or emerging technology area, such as but not limited to quantum information systems, biotechnology, artificial intelligence
Secret Clearance is required
Must be able to pass a background check
Minimum Skills: Excellent interpersonal and oral communication skills
Excellent customer service skills
Strong organizational skills, attention to detail, including follow-up on pending tasks
Proficient in MS Office, Word, Outlook, PowerPoint, and Excel
Ability to establish and maintain liaison with officials
