Develop and manage contracts for NRO programs, ensuring compliance with the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the NRO Acquisition Manual (NAM)
Prepare and review procurement documentation, including Requests for Proposal (RFPs), Statements of Work (SOWs), Justifications & Approvals (J&As), and contract modifications
Attend Program Management Reviews (PMRs) and Budget Management Reviews (BMRs), providing acquisition-related analysis
Conduct market research and cost/price analysis to inform acquisition planning and strategy
Negotiate contract terms, pricing, and performance metrics with contractors and vendors
Monitor contractor performance and resolve contract-related issues throughout the lifecycle
Support the development and execution of acquisition strategies to ensure efficiency, compliance, and mission success
Advise program managers and technical staff on procurement regulations and best practices
Participate in audits and respond to inquiries from internal and external stakeholders
Maintain complete and accurate contract files in accordance with federal and agency-specific guidelines
Requirements
4+ years of experience with a Master’s in Business Administration, Finance, Procurement, or a related field OR 10 years with a High School Diploma/GED OR 8 years with an Associate degree OR 6 years with a Bachelor’s degree AND Active Top Secret/SCI clearance with Counter-Intelligence (CI) Polygraph (preferably from this client)
Experience in government contracting, acquisition management, or procurement processes
Knowledge of FAR, DFARS, and other relevant acquisition policies
Strong negotiation, analytical, and problem-solving skills
Ability to collaborate effectively with program teams, legal counsel, and contracting officers
