Manage the overall Federal Environmental Services Portfolio, including strategic planning, contract alignment, business development, workload forecasting, staffing oversight, financial performance, and long-term growth initiatives.
Conduct portfolio-level performance reviews to assess project status, financial health, staffing utilization, and progress toward strategic and contractual goals.
Maintain full P&L responsibility for portfolio revenue, margins, forecasting, budgeting, and contract performance across multiple federal contracts and task orders.
Serve as Project Manager on select federal environmental projects, overseeing scope, schedule, budget, risk management, and client coordination.
Provide senior technical oversight for NEPA, CERCLA, RCRA, Clean Water Act (CWA), Endangered Species Act (ESA), and related federal and state regulatory compliance programs.
Prepare and review Environmental Assessments (EAs), Environmental Condition of Property (ECP/ECP-U) reports, Findings of Suitability to Transfer (FOSTs), Environmental Site Assessments (Phase I/II ESAs), and other technical documentation.
Maintain technical proficiency sufficient to support billable project work, QA/QC review, and direct project execution as needed.
Lead and manage client-focused teams in planning, executing, and overseeing environmental compliance, assessment, resilience, and sustainability initiatives for federal, state, and local agencies, as well as private-sector clients.
Lead client coordination, including contract performance reviews, stakeholder engagement, and task order negotiations.
Support business development efforts, including capture strategy, proposal development, pricing input, and client relationship management.
Supervise and develop project managers and technical staff, including workload assignment, performance management, mentoring, and succession planning.
This position requires up to 25% travel.
Requirements
Accredited Bachelor’s or Master’s in Environmental Sciences, Environmental Studies, Natural Resources, Environmental Policy, Environmental Engineering, Geology, or a related field.
15+ years’ full-time professional work experience in environmental programs and/or regulatory compliance or related fields, including Phase I and Phase II ESAs, NEPA, RCRA, CERCLA, TSCA and other environmental programs.
Experience supporting Federal environmental programs preferred.
Direct supervisory experience managing staff and subcontractors including performance management and mentoring.
Demonstrated experience managing multiple federal contracts and multidisciplinary teams in roles ranging technical support through program management.
Have a federal, state, or tribal issued certification or license (Professional Geologist, Professional Engineer or other certification to perform environmental inquiries) or otherwise obtain an Environmental Professional qualification.
