Plan, initiate, and manage IT projects supporting legacy applications and enterprise IT systems.
Lead DevSecOps, Agile IT operations, cybersecurity, and IT infrastructure projects to support Coast Guard aviation maintenance and logistics.
Ensure program compliance with DoD Risk Management Framework (RMF), USCG Commandant Instructions, DHS security policies, and FedRAMP cloud security requirements.
Provide technical direction and oversight for IT programs, ensuring alignment with Coast Guard mission needs.
Identify and implement change management and process improvement strategies to enhance IT program efficiency.
Monitor progress to ensure adherence to deadlines, standards, cost targets, and contractual obligations.
Act as the primary point of contact for government stakeholders, ensuring clear communication, reporting, and performance alignment.
Oversee subcontractor coordination and external team collaboration to meet program objectives.
Oversee IT service delivery improvements leveraging ITIL best practices and Agile methodologies.
Manage software development, system administration, vulnerability management, and change control boards (CCBs).
Direct security initiatives, including ATO renewals, vulnerability mitigation, and cybersecurity incident response.
Support the implementation of cloud technologies (AWS, Azure) and modernization of USCG IT systems.
Support network architecture, fiber/cable installation, testing, troubleshooting, and management.
Ensure full wide-area, metropolitan area, campus area, and data center network administration.
Administer IPAM, NTP, ITSM systems, incident response, and network security operations.
Support Communications Security (COMSEC) account management, key material, and encryption services.
Requirements
Five (5) years of experience providing technical direction and project management.
Three (3) years of supervisory experience in addition to the five years listed above.
Five (5) years of experience with change management and process improvements.
Bachelor’s or Associate degree in Computer Science, Math, Information Technology, Engineering, Business Management, or related field.
Alternatively, an IT certification (e.g., PMP) with five years of experience is considered equivalent to two years of education.
Eligibility for a favorable Tier 1 background investigation for unclassified systems.
Strong leadership, communication, and stakeholder engagement skills.
Experience managing IT service delivery, cybersecurity, and IT governance aligned with DoD, DHS, or USCG standards.
Expertise in IT service management tools (e.g., ServiceNow, Remedy, or equivalent).
