ECS is seeking a Proposal Recruiting Manager to work remotely.
The Proposal Recruiting Lead is responsible for driving all recruiting efforts that support pre-award, proposal-driven, and Key Personnel staffing needs across federal programs. This role partners closely with Capture, Proposal, and Program teams to ensure ECS is positioned with competitive, compliant, and fully vetted talent for bids, recompetes, and rapid-turnaround opportunities.

Responsibilities:
Proposal & Pre-Award Recruiting
- Lead full-cycle recruiting for proposal-driven and pre-award requisitions, including Key Personnel and contingent offers.
- Partner with Capture and Proposal Managers to understand staffing matrices, labor category requirements, and competitive positioning.
- Build proactive pipelines for high-demand, cleared, and niche skill sets aligned to upcoming bids and recompetes.
- Develop tailored sourcing strategies to meet aggressive proposal timelines and staffing commitments.
- Prepare and refine candidate resumes, bios, and recruiting inputs required for proposal submissions.
- Maintain transparent communication with candidates regarding contingent offers, timelines, and proposal status.
- Partner Closely with Resource Management to identify employees losing coverage and proactively match them to open proposal roles
Surge & Strategic Support
- Provide surge recruiting support for funded roles during peak demand periods.
Support strategic indirect hiring needs by building targeted pipelines and advising on market availability.
- Prioritize requisitions based on proposal deadlines, business impact, and program urgency.
Salary Range: $130,000 - $150,000

Qualifications
- Bachelor’s degree with 8-10 years of experience, or Master’s degree with 6–8 years of experience.
- Proven experience managing large or complex recruiting portfolios in a federal contracting environment.
- Proposal staffing and BOE support experience.
- Experience defining, leading and executing major B&P efforts greater than $100m.
- Strong advisory skills with demonstrated ability to influence senior leadership and guide staffing strategy.
- Advanced sourcing expertise in technical and cleared markets; ability to manage high-visibility requisitions independently.
- 30% travel - DMV area
