How can you make a difference? 

Purpose of Activity/Assignment:

UNICEF Afghanistan implements one of the largest global health service delivery projects, through the HER-AF2 and SAFE Projects which are funded by the World Bank (WB) and Asian Development Bank (ADB) respectively. The UNICEF Health programme recently launched a Low Value Call for Expression of Interest (CFEI) to provide new (registered in Afghanistan within the last 5 year – since 2020) and smaller national NGOs with a unique opportunity to gain experience in the Afghanistan health sector by implementing low value and small-scale projects, with the view of capacity building to be able to manage larger, more complex health sector projects in the future. Based on UNICEF’s programmatic needs, project values may range from USD 20,000 to a maximum of USD 50,000.

The assignment is to support the evaluation of the proposals that have been submitted through the UN Partner Portal (UNPP).

It is anticipated that this CFEI will draw in a large number of submissions from national NGOs. Currently, the health team is operating with reduced staffing levels. Team members are already managing multiple critical priorities, which limits their capacity to dedicate the necessary time and attention to the CFEI evaluation process.  This situation poses a risk to the timely and effective completion of the selection process. . Managing and evaluating such a substantial number of submissions requires dedicated resources and specialised expertise to ensure each application is reviewed thoroughly and fairly. UNICEF Afghanistan seeks to engage three (3) International Consultant to provide support to an independent evaluation process, and for the selection of NGOs ensuring adherence to UNICEF guidelines and procedures.

Scope of Work:

The consultant will provide independent, transparent, and compliance-focused support to the partner evaluation process, ensuring confidentiality, integrity of scoring, structured documentation, and audit-ready record keeping.   The consultant will provide independent and transparent support to the partner selection process.

The Consultant will:

• Review and evaluation all proposals that have been submitted by the NGOs.
• Assess each proposal’s relevance, efficiency, effectiveness and alignment with UNICEF’s health programme priorities.
• Provide recommendation for the selection based on the clear, pre-defined criteria to be provided by Health team.

Methodology

• Conducting a desk review of all submitted proposals and relevant background documents.
• Developing and applying an evaluation matrix based on agreed criteria (e.g., alignment with programme objectives, technical soundness, cost-effectiveness, sustainability, and potential for impact).
• Preparing a comprehensive evaluation report with recommendations for proposal selection and strategic adjustments, if necessary.
• The overall assignment for a period of 25 working days with a contract validity period from 15th March 2026 to 30th April 2026.

The Consultants will undertake this assignment, under the direct supervision and management of the Implementing Partnerships Management (IPM) Programme Manager and the consultants will work remotely.

The Consultant will be required to sign a Declaration of Confidentiality and Impartiality as part of this assignment and before having access to any CFEI information.

• Financial offer in USD. (This should only be the day rate for working days. UNICEF will provide a daily subsistence allowance for calendar days spent in Afghanistan, including weekends, to cover out-of-pocket costs while in-country, including accommodation. Travel, international and local, will be reimbursed.)

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

To qualify as an advocate for every child you will have… 

• An advanced university degree (Master’s or higher) in one of the following fields: Public Health, Nutrition, Health Policy and Management or another relevant technical field related to health and nutrition.
• Minimum of 5 years of relevant professional experience in: Health and/or nutrition programme planning, management, and implementation. Experience in both development and humanitarian contexts is an asset.
• An advanced university degree (Master’s or higher) in one of the following fields: Public Health, Nutrition, Health Policy and Management or another relevant technical field related to health and nutrition.
• Minimum of 5 years of relevant professional experience in: Health and/or nutrition programme planning, management, and implementation. Experience in both development and humanitarian contexts is an asset.
