They are seeking a Program Control/Financial Analyst responsible for day-to-day program finance functions including budgeting, forecasting, analysis, and reporting of various contract types.
Responsibilities:
- Work in a team to ensure that projects are set up to properly capture costs, recognize revenue, and bill customers to ensure compliance with all applicable policies and procedures regarding project setup and update project information periodically as needed
- Ability to interpret government contracts and requirements to ensure appropriate program financial management, Deltek Costpoint functionality, and compliance with contractual reporting obligations
- Perform routine and non-routine project financial reporting including but not limited to Project Profit and Loss Statements, Project Status Reports, 75% Funding Notifications, Estimates to Complete, Estimates at Completion, Forecast and Budget Reports, Invoice Backup Reports, and various other client-specific reports
- Review invoices, timesheets, subcontractor invoices, vendor invoices, travel documentation, funding statements, etc. to verify all entries are compliant with policies and procedures and captured appropriately
- Responsible for reviewing, analyzing, and assessing contracts taking into consideration revenue recognition models and criteria
- Foster formal and informal communication networks between all stakeholders including but not limited to: Vertical Leadership, Operations Teams, Project Managers, Customers, Accounting, and Contracts
- Complete monthly Accruals and EAC updates for revenue recognition
- Track subcontractor spending to determine funds exhaustion and burn rate
- Assist PMs in identifying upsides/downsides (risk/opportunities) for each contract
- Work with PMs to update Direct charge access forms (DCAF) for new contracts ensuring charge codes are correct, exercising option years, new hires, resignations, FFP revenue, LCATs for T&M, etc
- Complete vendor coding sheets for subcontractors’ invoices after review for accuracy and reject back to sub if incorrect requesting updated invoice
- Enter purchase order requests and updates for subcontractors and vendors
- Review Tyto invoices for accuracy and include backup documentation as required (ODCs, materials, travel)
Requirements:
- 7+ years of experience in a financial program control environment with the federal government
- Knowledge of government contract types including Time and Materials and Firm Fixed Price
- Experience with large contracts that have multiple CLINs
- Comprehensive understanding of EAC development
- Ability to identify, research, discuss, and resolve administrative and financial issues independently and as part of a team, set priorities that balance service and control, and track multiple initiatives
- Prior experience budgeting, forecasting, and building financial models
- Must be detail-oriented and able to multi-task in a dynamic work environment
- Proficiency with Microsoft Office suite with an emphasis in Excel
- Excellent interpersonal (written and verbal) communications skills with a demonstrated ability to work across functions & cultures, and interact with all levels of the organization required
- Strong Excel skills (formulas, pivots, etc.) to compile, analyze, and provide clear and concise financial status and reporting. Experience with Power BI a plus
- Costpoint experience (functionality)
- Self-starter with ability to work independently
- Large contractor experience with patience for a small contractor environment in a growth phase
