Program Analyst

Dextera Corporation is seeking a Senior Program Analyst to support the CBP Office of Finance. The role focuses on financial data analysis, reporting, Excel-based tool development, budget formulation and execution, financial transaction processing, and compliance with applicable laws and regulations.

Responsibilities:

• Develop, maintain, and update interactive tools and trackers for financial reporting and data analysis using advanced Microsoft Excel features (pivot tables, Power Query, complex formulas, and data visualization tools)
• Ensure all tools are user-friendly, accurate, and updated according to financial reporting requirements
• Perform data analysis and summarization to support budget formulation and execution processes
• Provide technical assistance and analysis for budget formulation and financial transaction processing
• Interpret and apply financial laws, regulations, and accounting principles to ensure compliance
• Develop and maintain financial reports and data summaries for management and stakeholders
• Communicate financial analysis and findings clearly in both written and verbal formats
• Perform other duties as assigned in support of finance and revenue operations
• Must comply with all CBP security, training, and onboarding requirements
• Professional demeanor and adherence to CBP’s standards of conduct
• May be required to work overtime during peak periods and perform mission-essential functions during government furloughs or shutdowns

Requirements:

• Must be a U.S. citizen
• Bachelor's degree (four-year degree) with a major in a related field
• A minimum of five years of work experience performing similar business analysis work
• Expert-level proficiency in Microsoft Excel, specifically for advanced data analysis, automation, and visualization
• Proficiency with Microsoft Teams, Word, Outlook, Access and use of multiple monitors
• Strong written and verbal communication skills, particularly in financial contexts
• Experience in financial analysis, transaction processing, and budget execution
• Experience in developing and maintaining financial reports and data summaries
• Advanced analytical and problem-solving skills for financial data analysis
• Ability to design and automate financial tools and trackers in Excel
• Strong attention to detail and accuracy in financial reporting
• Excellent communication and interpersonal skills
• Ability to manage multiple tasks and prioritize effectively
• Professional demeanor and adherence to CBP's standards of conduct
• **Computer Skills:**Proficiency with computers and ability to navigate/enter information into established databases and Microsoft Office products
• **Language:**Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar

• **Reasoning Ability:**Ability to collect data, define problems, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions dealing with several abstract and concrete variables
• Physical Demands: Employee will have consistent and direct visual contact with multiple computer monitors
• This position is primarily remote; however, the employee may be required to report to the designated CBP office as needed to support contract requirements, meetings, training, audits, or other business needs. Employees must reside within a 50-mile radius of the designated CBP office and be able to report onsite when required
• Prior experience with SAP, ServiceNow, and Concur software systems is desired, but not required
