Senior Program Analyst

Dextera Corporation is seeking a Senior Program Analyst to support budget and financial management operations for MSD. The role provides flexible support across budget teams, including Interagency Agreement processing, obligation and de-obligation tracking, spend plan development, budget execution monitoring, financial analysis, and unliquidated obligation close-out.

Responsibilities:

• Provide flexible support to both the Budget IAA Team and Budget Execution Team, with assignments shifting across functions based on workload demands, priorities, backlogs, deadlines, and emerging requirements
• Support budget and financial management activities related to Interagency Agreements, obligations, de-obligations, spend plan development, budget execution monitoring, unfunded requirements, commitments, expenditures, and unliquidated obligations
• Review IAA-related forms and documentation for clarity, completeness, and accuracy of information
• Draft, prepare, and review 7600A and 7600B forms
• Process Interagency Agreements and assist with resolving issues that may delay approval, obligation, or de-obligation
• Officially obligate and de-obligate IAAs on behalf of the organization, as authorized
• Monitor obligations to ensure funds are properly obligated in a timely manner
• Track and monitor de-obligation requests through completion
• Coordinate with internal offices and external partners to resolve IAA documentation, funding, or processing issues
• Assist offices in developing and updating budget execution spend plans
• Identify and track unfunded requirements
• Monitor budget execution against spend plans to identify potential funding surpluses
• Support the realignment of available funds to address approved unfunded requirements
• Analyze monthly budget expenditures to prepare, compile, and revise budget execution plans
• Review budget commitment reports to ensure commitments are properly obligated
• Verify that expenditures are posted correctly and identify discrepancies for resolution
• Review unliquidated obligation reports to identify items for close-out
• Work with program offices to complete the UDO close-out process
• Perform other duties as assigned in support of budget and financial management operations

Requirements:

• Must be a U.S. citizen
• Bachelor's degree (four-year degree) with a major in a related field
• A minimum of five years of work experience performing similar business analysis work
• Expert-level proficiency in Microsoft Excel, specifically for advanced data analysis, automation, and visualization
• Proficiency with Microsoft Teams, Word, Outlook, Access and use of multiple monitors
• Strong written and verbal communication skills, particularly in financial contexts
• Experience in budget execution, financial analysis, transaction processing, Interagency Agreements, obligations, de-obligations, commitments, expenditures, and unliquidated obligation close-out activities
• Experience in developing and maintaining financial reports and data summaries
• Advanced analytical and problem-solving skills for financial data analysis
• Ability to develop, update, and monitor budget execution spend plans, unfunded requirements, commitment reports, expenditure data, and financial tracking tools
• Strong attention to detail and accuracy in financial reporting
• Excellent communication and interpersonal skills
• Ability to manage multiple tasks and prioritize effectively
• Professional demeanor and adherence to CBP's standards of conduct
• Proficiency with computers and ability to navigate/enter information into established databases and Microsoft Office products
• Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar
• Ability to communicate effectively in writing and in person as appropriate for the needs of the audience
• Ability to address all customer inquiries with a pleasant and patient demeanor
• Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals
• Ability to compute rates, ratio, and percent and to draw and interpret information
• Ability to choose the right mathematical methods or formulas to solve a problem
• Ability to collect data, define problems, establish facts, and draw valid conclusions
• Ability to interpret an extensive variety of instructions dealing with several abstract and concrete variables
• Prior experience with SAP, ServiceNow, and Concur software systems is desired, but not required
